Article 4 Project funds refer to the expenses directly related to the research activities during the project research, including data fees, data collection fees, travel expenses, conference fees, international cooperation and exchange fees, equipment fees, expert consultation fees, labor fees, printing fees, management fees, etc.
(1) Data fee: refers to the fees for data collection, input, copying, reprinting and translation, as well as the fees for purchasing necessary books and special software.
(2) Data collection fee: refers to the fees for questionnaire survey, data tracking and collection, case analysis, etc. During the project research.
(3) Travel expenses: refers to transportation expenses, accommodation expenses and other expenses incurred in carrying out research activities in China during the project research period. Travel expenses standards shall be implemented in accordance with relevant state regulations.
(4) Conference expenses: refers to the expenses for holding small meetings for organizing academic discussions, consulting and coordinating projects or topics during the project research. The expenditure of conference fees should be strictly controlled in accordance with the relevant provisions of the state, including the scale, quantity, standard and duration of conference fees.
(5) International cooperation and exchange expenses: refers to transportation expenses, accommodation expenses and other expenses incurred during the project research. Project funds should strictly control the cost of international cooperation and exchange, and implement the state regulations on the management of foreign affairs funds. If it is really necessary to spend international cooperation and exchange fees on project research, it should be listed separately in the project budget and implemented after being submitted for approval according to the following procedures: major projects, special entrusted projects, key projects in annual projects shall be examined and approved by the National Planning Office of Philosophy and Social Sciences (hereinafter referred to as the National Planning Office of Social Sciences), and other projects (excluding later funded projects) shall be examined and approved by the Social Planning Offices of provinces (autonomous regions and municipalities).
(6) Equipment expenses: refers to the expenses incurred in purchasing or leasing the equipment of other units during the project research. Project funds should strictly control the cost of equipment. If it is really necessary to purchase due to project research, it shall be listed separately in the project budget, and can be purchased only after it is approved by the National Social Science Planning Office, and the unit where the project leader works shall manage it in accordance with the provisions on the management of state-owned assets.
(7) Expert consulting fee: refers to the fee paid to the temporarily hired consulting experts during the project research. Do not pay consulting fees to project team members and project management related personnel. The total expenditure of consulting fees, major projects generally shall not exceed 5% of project funds, and other projects shall not exceed 00% of project funds.
(8) Labor expenses: refers to the labor expenses paid to graduate students who directly participate in the project research and temporary employees of other research groups. The total expenditure of service fees shall not exceed 5% of the project funds for major projects and 10% of the project funds for other projects.
(9) Printing fee: refers to the printing fee, printing fee and photocopying fee of the project research results in the process of project research.
(10) Management fee: refers to the expenses incurred by the project responsible unit to organize and support the project research during the project research period. The total expenditure of management fees for each major project shall not exceed 5,000 yuan; Other projects do not exceed 3% of the project funds, among which, the key projects in the annual project do not exceed 3,000 yuan each, and the general projects, youth projects, western projects and post-funded projects in the annual project do not exceed 2,000 yuan each. Excessive extraction and repeated extraction are strictly prohibited.
Article 5 Other expenses incurred in the process of project research other than the above expenses shall be listed separately in the project budget and approved separately.
Sixth results appraisal fee refers to the cost of evaluating the political and academic quality of the project results at the end of the project. It will be assigned separately by the National Social Science Planning Office. The final results evaluation of major projects, special entrusted projects, key projects in annual projects and later funded projects shall be organized by the National Social Science Planning Office, and the labor expenses of the evaluation experts shall be approved and allocated by the National Social Science Planning Office; The annual project of general projects, youth projects, and western projects is identified by the provincial (autonomous regions and municipalities) Social Science Planning Office, or by the national social science planning office entrusted by the management institution in Beijing, and the expert service fee is allocated by the provincial (autonomous regions and municipalities) Social Science Planning Office. According to the final result category and the number of words, the service fee for each expert is 300- 1000 yuan. The expenses incurred in organizing the second appraisal due to the quality problems of the results shall be deducted from the outstanding project funds.
Article 7 After the research results of the project pass the acceptance, the fund balance of the monograph project with great difficulty in publishing and strong academic nature can be used for the publication funding of the research results of the project. The remaining net surplus funds shall be recovered from the original channels and implemented in accordance with the relevant provisions of the Ministry of Finance on the management of surplus funds.
