The provincial party committee and government attach great importance to people's livelihood security and health care that people care about. In order to further implement the action plan to improve the overall health level of Guizhou Province, in 2022, the free physical examination of the elderly aged 65 and over in the province was once again included in the ten practical things of people's livelihood in our province. In order to do a good job in the physical examination of the elderly and ensure the expected results, the relevant matters are hereby notified as follows:
First of all, clear the target content.
In 2022, free physical examination will be provided for the elderly aged 65 and over in the province. Physical examination items and standards shall be implemented in accordance with the National Basic Public Health Service Project Health Management Service Specification for the Elderly (Third Edition), including:
(1) physical examination. Including routine physical examination of body temperature, pulse, respiration, blood pressure, height, weight, waist circumference, skin, superficial lymph nodes, lungs, heart and abdomen, as well as rough measurement and judgment of oral, visual, auditory and motor functions.
(2) Auxiliary inspection. Including blood routine, urine routine, liver function (serum aspartate aminotransferase, serum alanine aminotransferase, total bilirubin), renal function (serum creatinine, blood urea), fasting blood glucose, blood lipid (total cholesterol, triglyceride, low-density lipoprotein cholesterol, high-density lipoprotein cholesterol), electrocardiogram and abdominal B-ultrasound (liver, gallbladder, pancreas, spleen) examination.
(3) Health guidance. Inform the physical examination and evaluation results, and give health guidance. All grass-roots medical and health institutions should feed back the physical examination results to the physical examination objects in time after the physical examination, in principle, it should not exceed 1 month. According to the results of physical examination and health assessment, health guidance is given to the elderly.
For the elderly who have been examined by cadres and workers, self-examination and recent hospitalization, whether to have a physical examination again is decided according to their wishes. If not, the medical examination results should be updated to the residents' health records in time on the basis of informed consent, and these elderly people should be given health guidance, which can be included in the statistics of medical examiners.
Second, strengthen organizational leadership.
(1) Clear responsibilities. Health administrative departments at the city and county levels should attach great importance to it. The main person in charge is the first person responsible for the health examination of the elderly in 2022. It is necessary to personally study the deployment work, personally coordinate and solve difficulties, and personally supervise the progress. Local health administrative departments at all levels should clarify the main lead departments and specific responsible personnel, and do a good job in the coordination and linkage of relevant departments and units.
(two) to formulate a detailed work plan. The health administrative departments at the city and county levels should formulate detailed work plans and plans, carefully find out the task base, and clarify the number of tasks of each township (community), village (neighborhood Committee) and various medical and health institutions. Please submit the work plan or scheme to the grassroots health department of the Provincial Health and Wellness Committee before April 8.
(3) Establish a work scheduling mechanism. The health administrative departments at the city and county levels should strengthen the work scheduling, strengthen the scheduling guidance for primary medical and health institutions, and solve the problems encountered in the work promotion in a timely manner. Since March 2022, all localities should fill in the corresponding forms in the National Basic Public Health Service Project Management Information System step by step on a monthly basis, and at the same time timely feed back the health check-up information of the elderly in the basic public health service information system. Areas that use the self-built system should upload the work data to the provincial basic public health service information system "Guizhou Province Village Clinic Integrated Information System" in real time. The Provincial Health and Wellness Committee will extract the progress of physical examination of the elderly in various places through the "Guizhou Village Clinic Integrated Information System" every month, and timely dispatch and report it.
(4) Clear the task of physical examination. All localities should strengthen the control of work rhythm to ensure that the number of physical examination tasks completed in the first quarter is not less than 10%, the cumulative number of physical examination tasks completed in the second quarter is not less than 40%, the cumulative number of physical examination tasks completed in the third quarter is not less than 70%, and people's livelihood is fully completed in the fourth quarter.
Third, the implementation of financial security.
In 2022, the medical examination funds for the elderly people's livelihood will be solved by the basic public health service funds in 2022. The specific standards and management norms are in accordance with the Notice of the Ministry of Finance state administration of traditional chinese medicine, the National Health and Wellness Commission and the National Health Insurance Bureau on Printing and Distributing the Administrative Measures for Five Subsidies for Basic Public Health Services (Cai She [2019]13) and "About

Four, close contact with basic public health services
Free physical examination for the elderly aged 65 and above in the province is a work in the basic public health service project and should be promoted together with the basic public health service project.
(1) It should be closely integrated with the basic public health service health management project for the elderly, and use 1 health management service for the elderly every year, and at the same time carry out physical examination and do a good job in lifestyle and health status assessment.
(2) Carry out the work according to the physical examination standards and contents, and strive to improve the standardized health management service rate of the elderly aged 65 and above in urban and rural communities. If the physical examination object does not cooperate, it is necessary to explain the reasons and try to get its signature (by fingerprint) for future reference. Grass-roots institutions do not have certain detection ability, to coordinate the county resources to do a good job in testing.
(three) according to the results of physical examination, timely carry out the corresponding health guidance and other work.
(four) according to the results of physical examination, timely update the health records of residents.
(five) the people's livelihood and the physical examination of the elderly as an important evaluation index for the performance evaluation of basic public health services in 2022, and earnestly implement the results.
(6) After completing the annual physical examination of the elderly, the municipal (state) and county (city, district) health bureaus shall form an analysis report or application report of the physical examination results of the elderly in this area according to the physical examination results of the elderly. Grassroots medical and health institutions should establish a working mechanism for comparative analysis of physical examination results of the elderly over the years. Provincial performance evaluation should check the evaluated unit.
