What are the requirements for joining the Red Cross?
Citizens, regardless of nationality, race, occupation, religious belief and education level, who abide by the Law of the People's Republic of China on the Red Cross Society, recognize the Constitution of the China Red Cross Society and voluntarily pay membership fees may apply to join the Red Cross Society and become members of the Red Cross Society. Members are divided into individual members and group members. The students attending the Red Cross are young members of the Red Cross. Organs, enterprises, institutions and relevant organizations that have joined the Red Cross are group members.

Chapter I General Provisions

Article 1 These Articles of Association are formulated in accordance with the Law of the People's Republic of China on the Red Cross Society in order to develop the Red Cross cause with China characteristics.

Article 2 The China Red Cross Society is a unified Red Cross organization of the people of China, a social relief organization engaged in humanitarian work and a member of the International Red Cross Movement.

Article 3 The purpose of China Red Cross Society is to carry forward the Red Cross spirit of humanity, fraternity and dedication, protect people's lives and health, and promote the cause of peace and progress of mankind.

Article 4 The Red Cross Society shall be established at or above the county level [including the county level, the same below] according to the administrative region, and shall be staffed with full-time staff according to the needs of the work.

Article 5 Red Cross Societies at all levels shall assist the people's governments in carrying out activities related to their duties and accept the support, funding and supervision of the people's governments at the same level. People's governments at all levels ensure that the Red Cross Society performs its duties according to law.

Article 6 The China Red Cross Society shall abide by the national constitution and laws, follow the seven basic principles of humanity, impartiality, neutrality, independence, voluntary service, unity and universality established by the International Red Cross Movement, and carry out its work independently in accordance with the Geneva Conventions and their Additional Protocols, the Law of the People's Republic of China on the Red Cross Society and these Articles of Association.

Article 7 The China Red Cross Society shall participate in the international Red Cross Movement on the principle of independence, equality and mutual respect, and develop friendly and cooperative relations with relevant international organizations and national Red Cross and Red Crescent Societies.

Article 8 Local Red Cross Societies at all levels and national trade Red Cross Societies are branches of China Red Cross Society; The Red Cross Society at a higher level shall guide the work of the Red Cross Society at a lower level; The lower Red Cross Society reports important matters to the higher Red Cross Society.

Article 9 The National Red Cross Society of China (hereinafter referred to as the National Red Cross Society) has the legal personality of social organizations, and local red cross societies at all levels and trade red cross societies have obtained the legal personality of social organizations according to law.

Article 10 The headquarters of China Red Cross Society is located in Beijing. Local Red Cross Societies at or above the county level are located at the seat of the government at the same level.

Article 11 The staff of the Red Cross organs at or above the county level shall be managed with reference to the Provisional Regulations on State Civil Servants.

Twelfth Red Cross Societies at or above the county level shall commend and reward the collectives, Red Cross workers, members, volunteers and people from all walks of life who have made remarkable contributions to the cause of the Red Cross; Persons who have made significant contributions to the cause of the Red Cross shall be awarded honorary titles in accordance with relevant regulations.

Chapter II Obligations and Rights

Article 13 The Red Cross Society shall perform the following duties in peacetime:

(a) to publicize and implement the Law of the People's Republic of China on the Red Cross Society and the Measures for the Use of the Red Cross Symbol in People's Republic of China (PRC) to correct the abuse of the Red Cross Symbol;

(two) to carry out disaster preparedness, construction and management of disaster preparedness and relief facilities; Carry out rescue work in natural disasters and emergencies; According to the specific circumstances of natural disasters and emergencies, the Federation will appeal to domestic and foreign countries and accept donations from domestic and foreign organizations and individuals according to law; Local Red Cross Societies at all levels issue appeals within their respective jurisdictions, accept donations from domestic and foreign organizations and individuals according to law, and provide urgently needed humanitarian assistance to the people and victims in disaster areas in a timely manner;

(three) to carry out publicity and popularization of health care and disease prevention knowledge; Conduct primary health care training in industries and grass-roots organizations prone to accidental injuries, and organize the masses to participate in on-site rescue of accidental injuries and natural disasters;

(four) to assist the people's governments at all levels to carry out the publicity and promotion of blood donation, and to cooperate with the people's governments at all levels to commend and reward advanced units and individuals;

(five) to carry out social services and community red cross services; Organize members and volunteers to carry out social services, publicity and training, fund-raising and relief activities in the community;

(six) to promote the donation of remains (organs); Carry out publicity and health education on AIDS prevention and treatment, and care for AIDS-infected people and patients; Carry out other humanitarian relief work;

(seven) to carry out Red Cross youth activities beneficial to the physical and mental health of young people;

(eight) to publicize the Geneva Conventions and their Additional Protocols and the seven basic principles of the Red Cross and Red Crescent Movement;

(nine) the construction and management of China hematopoietic stem cell donor database; To carry out publicity, mobilization and organization of hematopoietic stem cell donation;

(ten) to carry out fund-raising activities according to law; Set up and manage red cross donation boxes in public places; Dispose of donations independently according to laws and regulations;

(eleven) the establishment of social welfare undertakings in line with the purpose of the Red Cross;

(twelve) to participate in international humanitarian relief work; To carry out exchanges and cooperation with the International Red Cross, national Red Cross or Red Crescent Societies and other international organizations;

(thirteen) to complete the matters entrusted by the people's government.

Article 14 According to the Geneva Conventions and their Additional Protocols, the Red Cross Society shall perform the following duties in wartime and armed conflict:

(1) Organizing Red Cross rescue teams to participate in battlefield rescue;

(two) to carry out the prevention and control of infectious diseases in the army according to law;

(3) Providing assistance to civilians in war zones;

(4) assisting prisoners of war, prisoners and refugees to get in touch with their families, transfer money and materials, and establish necessary communication channels for this purpose;

(5) Participating in visits and witnessing the exchange of prisoners of war.

Article 15 The staff of the Red Cross shall be protected by the Geneva Conventions and their Additional Protocols in wars and armed conflicts, and by relevant state laws and regulations in natural disasters and emergencies.

Sixteenth in natural disasters and emergencies, people wearing the Red Cross sign and materials and means of transport marked with the Red Cross sign have priority.

Seventeenth in natural disasters and emergencies, in order to carry out the rescue mission, the Red Cross rescuers give priority to the use of public communication tools.

Eighteenth social welfare undertakings organized by the Red Cross shall enjoy preferential tax policies in accordance with the relevant provisions of the state.

Article 19 Disaster relief materials donated by organizations and individuals outside the country (territory) accepted by the Red Cross shall enjoy preferential tax reduction or exemption in accordance with relevant state regulations. Relevant departments give priority to transportation and go through relevant release procedures.

Twentieth the Red Cross to carry out activities and propaganda work, radio, television, newspapers, Internet and other news media should actively support.

Chapter III Members and Volunteers

Twenty-first People's Republic of China (PRC) citizens, regardless of nationality, race, sex, occupation, religious belief, education level, abide by the Law of the People's Republic of China on the Red Cross Society, recognize the articles of association, and voluntarily pay membership fees, and may apply to join the Red Cross Society.

Twenty-second members of the Red Cross are divided into individual members and group members.

Citizens who join the Red Cross in their personal capacity are individual members, and students who join the Red Cross in school are young members of the Red Cross; Organs, enterprises, institutions and relevant organizations that have joined the Red Cross are group members.

Twenty-third individuals voluntarily apply for membership, approved by the local grassroots Red Cross organizations, reported to the Red Cross at or above the county level for the record, issued a membership card, and became a member of the Red Cross; Units and individuals that have made significant contributions to the cause of the Red Cross can be directly absorbed as members by the Red Cross Society at or above the county level. Organs, enterprises, institutions and relevant organizations applying to join the Red Cross Society shall submit a written application, be approved by the Red Cross Society at or above the county level, issue certificates and signs, and become members of the Red Cross Society; The member units of the group should have a special person responsible for the work of the Red Cross.

Twenty-fourth Chinese and foreign people who have made contributions to the cause of the Red Cross in China may be awarded the title of honorary member. The title of honorary member is approved by the Red Cross Society at or above the county level and awarded the title of honorary member of the Red Cross Society at the same level.

Article 25 Rights of members:

(a) to participate in relevant activities, meetings and professional training of the Red Cross;

(2) Having the right to vote, to be elected and to vote;

(three) to make suggestions and criticisms on the work of the Red Cross;

(4) Wearing the sign of the Red Cross;

(5) Other lawful rights and interests.

The rights of group members shall be exercised by the legal representative of the unit.

Article 26 Obligations of members:

(a) to study, publicize and implement the Law of the People's Republic of China on the Red Cross Society and the Measures for the Use of the Red Cross Symbol in People's Republic of China (PRC); Disseminating basic knowledge of international humanitarian law and the Red Cross Movement;

(two) abide by the constitution of the China Red Cross;

(3) Paying membership dues on schedule;

(four) to complete the tasks assigned by the Red Cross; Safeguard the legitimate rights and interests of the Red Cross. Twenty-seventh members have the freedom to withdraw from the meeting. If a member withdraws from the meeting, it shall be examined by the original approval authority, and the membership card and emblem shall be withdrawn; Individual members who withdraw from the meeting shall report to the original filing authority for the record.

Members are deemed to voluntarily quit the club for one of the following reasons:

(1) Failing to participate in Red Cross activities for two consecutive years;

(2) Failing to pay the membership dues for two consecutive years;

(3) Cancellation, merger and dissolution of corporate members.

Twenty-eighth Chinese and foreign people, regardless of occupation, race, religion, abide by the laws and regulations of China, volunteer to provide humanitarian services, regardless of remuneration, can become Red Cross volunteers.

Red Cross Societies at all levels should actively develop the Red Cross volunteer team, provide necessary working conditions for volunteers, and organize volunteers to carry out humanitarian services.

Volunteer workers should follow the purpose of the Red Cross, carry forward the spirit of the Red Cross, participate in the activities of the Red Cross and provide voluntary services.

Chapter IV State Organization:

Article 29 National Congress of Members

The highest authority of the China Red Cross Society is the National Congress of Members. The National Congress of Members is held every five years and convened by the Council of the Red Cross Society of China. In case of special circumstances, it can be held in advance or postponed.

Deputies to the National Congress of Members are composed of members elected by the General Association and local Red Cross Societies, as well as representatives in consultation with relevant departments and invited representatives. The proportion of representatives shall be decided by the Standing Council according to the number of members and the development needs of the Red Cross cause.

The functions and powers of the National Congress of Members are:

(1) Electing the directors of the China Red Cross Society;

(2) Amending the Constitution of China Red Cross Society;

(three) to review and approve the work report of the Council;

(four) to consider and approve the work plan submitted by the Council;

(five) to decide on major issues of the China Red Cross.

Article 30 The China Red Cross Society shall have an honorary president, an honorary vice-president and an honorary director, and may have advisers according to the needs of work. The honorary president hired the president as the director.

Article 31 Council

The Committee implements its resolutions when the National Assembly is not in session. The term of office of the Council is five years, and the next National Congress will be re-elected. The composition and proportion of directors shall be decided by the Standing Council according to needs.

The meeting of the Council shall be convened by the Standing Council once a year. Its duties are:

(1) Appointment of honorary president and honorary vice president;

(2) Electing executive directors;

(3) Electing the president, executive vice president and vice president;

(four) according to the president's nomination, decide the secretary general;

(5) Adding, replacing or dismissing directors;

(six) to review and approve the work report of the Standing Council, and report to the National Congress of Members;

(seven) to formulate the major policies, long-term plans and annual work plans for the development of the Red Cross cause;

(eight) to decide on other major issues.

Article 32 The Standing Council

The Standing Council is responsible to the Council and accepts its supervision. The Standing Council consists of executive directors elected by the Council. The meeting of the Standing Council shall be held twice a year, and shall be convened and presided over by the president or executive vice president. Its duties are:

(a) according to the "Red Cross Law of the People's Republic of China" and the articles of association, recommend the candidate for honorary vice president to the Council;

(2) Proposing a motion to amend the Articles of Association;

(three) to consider the annual work report and plan;

(four) to consider the use of donations accepted by the general assembly;

(5) To propose to the board of directors the replacement, addition and dismissal of directors;

(6) Approving the establishment of the National Red Cross Society;

(7) Hiring honorary directors;

(eight) to decide on other important matters.

Article 33 The Executive Committee

The Executive Committee is responsible to the Standing Council. The Executive Committee is composed of full-time executive directors of institutions accredited to the General Assembly. The executive vice president is the director of the Executive Committee and the legal representative of the China Red Cross. The duties of the Executive Committee are:

(a) to implement the resolutions of the Congress, the Council and the Standing Council, and to preside over the daily work of the Congress;

(two) responsible for the preparation of the general assembly budget, review the annual financial statements of the general assembly;

(3) to guide the work of the National Red Cross Society;

(four) to manage the movable and immovable property of the General Assembly;

(five) to bear the civil and legal responsibilities of the Federation;

(six) responsible for foreign exchanges and cooperation;

(7) Hiring consultants; Awarded honorary members;

(eight) approved the establishment of a special committee;

(nine) to complete other tasks assigned by the Council and the Standing Council.

Chapter V Local, Industry and Grassroots Organizations:

Article 34 Local Red Cross Societies

The authority of local Red Cross Societies at all levels is the member congresses at the same level. Local Red Cross member congresses at all levels are held every five years and convened by the Red Cross Council at the same level. In case of special circumstances, it can be held in advance or postponed.

Local Red Cross Societies at all levels shall establish councils and standing councils, with a term of five years. The Red Cross Society with more than 3 (including 3) full-time executive directors may set up an executive committee to preside over the daily work.

Honorary presidents of provincial, prefectural and county Red Cross Societies shall be held by leaders at the same level and appointed by the Council at the same level.

Article 35 Trade Red Cross Society

The Red Cross Society established in the national industry is the industrial Red Cross Society of China Red Cross Society, which is approved by the Standing Committee of China Red Cross Society. The establishment and staffing of its working institutions shall be decided by the Standing Committee of the Red Cross Society of the industry according to the needs of the work.

The trade Red Cross Society shall carry out its work in accordance with the seven basic principles of the Red Cross Movement, the Law of the People's Republic of China on the Red Cross Society, the articles of association and the characteristics of the industry.

Article 36 Grassroots organizations

The Red Cross Society established by towns, streets, enterprises, institutions and schools is a grass-roots organization. The Red Cross organizations established by villagers' committees, residents' committees, departments, workshops and schools of enterprises and institutions are member organizations. The main duties of grass-roots organizations and member groups of the Red Cross are: to publicize and popularize the knowledge of the Red Cross, to carry out humanitarian rescue activities, to carry out primary rescue training and health education.

Thirty-seventh provincial, prefectural and county Red Cross chairmen should generally be elected by leaders at the same level, and their work should be re-elected in time. The executive (full-time) vice president, secretary general and deputy secretary general should remain relatively stable.

Chapter VI Organization of the Special Administrative Region:

Article 38 The Red Cross Society of the Special Zone is a local branch of the China Red Cross Society and enjoys a high degree of autonomy.

Article 39 The branch of the special administrative region shall work independently according to the seven basic principles of the Red Cross Movement and the actual situation of the special administrative region.

Article 40 A branch of a special administrative region may, with reference to its articles of association and in accordance with the laws and regulations of the special administrative region, formulate its own articles of association or regulations and report them to the general meeting of members for the record.

Chapter VII Funds and Property:

Article 41 The main sources of funds for the Red Cross Society are:

(1) Membership dues paid by members of the Red Cross;

(two) to accept donations from domestic and foreign organizations and individuals;

(3) Income from movable property and immovable property;

(4) Appropriation by the people's government;

(5) Other lawful income.

Forty-second Red Cross Societies at all levels shall establish a system of examination and supervision of funds; Accept the audit of the audit department and the supervision of the relevant departments.

The use and management of membership dues, according to the provisions of the "China Red Cross membership dues management measures".

The use and management of funds and materials donated by domestic and foreign organizations and individuals shall be implemented in accordance with the Regulations of China Red Cross on Donation.

Article 43 The funds and property of the Red Cross Society are protected by law, and no organization or individual may occupy or misappropriate them.

Article 44 The General Association shall set up the China Red Cross Foundation, and local Red Cross Societies shall set up the Red Cross Foundation or set up special funds in accordance with relevant laws and regulations.

Chapter VIII Signs, Emblems and Flags:

Article 45 The China Red Cross Society shall use the red cross symbol on a white background as stipulated in the Geneva Conventions. The method of use shall comply with the provisions of the Measures for the Use of the Red Cross Signs in People's Republic of China (PRC) and the Provisions on the Use of the Red Cross Signs in China.

Article 46 The emblem of the China Red Cross Society is a red cross surrounded by golden olive branches on a white background.

Article 47 The flag of the China Red Cross is a white flag with the emblem of the China Red Cross printed in the center.

Article 48 Red Cross Societies at all levels throughout the country shall uniformly use the symbols, emblems and flags of the Red Cross on a white background.

The production of the Red Cross logo, Red Cross flag, China Red Cross emblem and peace flag (style attached), membership card, group member signboard and honorary certificate shall be carried out in accordance with the relevant provisions of China Red Cross Society.

Chapter IX Supplementary Provisions:

Article 49 The "Geneva Conventions" mentioned in these Articles of Association refer to the four Geneva Conventions to which China has acceded, namely, the Geneva Convention for the Improvement of the Condition of the Wounded and Sick in Armed Forces in the Field, the Geneva Convention for the Improvement of the Condition of the Wounded and Sick in Armed Forces at Sea, the Geneva Convention for the Treatment of Prisoners of War and the Geneva Convention for the Protection of Civilian Persons in Time of War.

The "Additional Agreement" of the Geneva Conventions mentioned in the Articles of Association refers to 1949 Additional Protocol to the Geneva Conventions and 1949 Additional Protocol to the Geneva Conventions and 12 Additional Protocol to the Geneva Conventions signed on June 8, 1977 for the protection of victims of non-international armed conflicts.

The international humanitarian law referred to in the constitution refers to the sum of the principles, rules and systems that stipulate the belligerents or the belligerents in an armed conflict, with the purpose of protecting those who do not directly take part in military operations (such as civilians) or those who no longer take part in military operations (such as the wounded and the prisoners in the army) according to the regulations and practices.

Article 50 The English translation of China Red Cross Society is "China Red Cross Society".

Article 51 The names of local and industrial Red Cross Societies are: Add the word "Red Cross Society" after the name of the administrative region or industry; The appellation in foreign exchange is "China Red Cross Society" before the name of the administrative region or industry, and "branch" after the name of the administrative region or industry. The English translation is "China Red Cross Branch".

Article 52 The names of grass-roots organizations are: towns, streets, enterprises, institutions and schools, with "Red Cross Society" added.

The name of the Red Cross member group is called "Red Cross member group" after the unit name.

Article 53 The name of the Red Cross Society of the Special Administrative Region shall be "China Red Cross Society of People's Republic of China (PRC) Special Administrative Region". Red Cross (China Red Cross) "[English translation: * * red cross (China Red Cross Branch)].

Article 54 The Articles of Association shall come into force as of the date of adoption and shall be reported to the State Council for the record.

Article 55 The right to amend the Articles of Association belongs to the National Congress of China Red Cross Society, and the right to interpret it belongs to China Red Cross Society.

Article 56 The Red Cross Societies of provinces, autonomous regions and municipalities directly under the Central Government, the Red Cross Societies of Xinjiang Production and Construction Corps and trade red cross societies may formulate implementation measures in accordance with these Articles of Association and report them to the general meeting for the record.
