Article 2 These Measures shall apply to the planning and construction, operation and management, application for occupancy, withdrawal from use and supervision and management of housing security in this Municipality.

The term "basic housing security" as mentioned in these Measures refers to providing help and support to eligible families and migrant workers in Tianjin by renting and selling affordable housing and granting housing rental subsidies to ensure their basic living conditions.

The term "affordable housing" as mentioned in these Measures refers to the housing that the government gives policy support, stipulates the area, rent standard and sales price, and rents and sells to eligible families, including public rental housing, price-limited commercial housing and affordable housing.

The term "housing rental subsidies" as mentioned in these Measures refers to the monetary subsidies provided by the government to eligible families for rental housing. Article 3 The housing security work shall be adapted to the level of economic and social development and meet the basic housing needs; Adhere to government leadership, policy support, and guide social participation; Adhere to layered subsidies, separation of rent and compensation, and combination of rent and sales; Adhere to standardized management, the distribution process is open and transparent, and the distribution results are fair and just. Article 4 The Municipal People's Government shall strengthen its leadership in housing security work, organize and promote the district and county people's governments and relevant departments to do a good job in housing security work, and be responsible for supervising the implementation of housing security work in districts and counties. The district and county people's governments shall be responsible for the organization, implementation, supervision and management of housing security work within their respective administrative areas.

City land and housing administrative departments responsible for the guidance, promotion, supervision and coordination of the city's housing security work. District and county housing administrative departments are the competent departments of housing security work within their respective administrative areas, and are responsible for the specific implementation, supervision and management of housing security work within their respective administrative areas.

Development and reform, construction, planning, finance, taxation, civil affairs, human resources and social security, public security, industry and commerce, supervision and other management departments and the municipal housing provident fund management center shall, according to their respective responsibilities, assist in the related work of housing security. Article 5 The municipal housing security implementing agencies established in this Municipality shall manage the daily work of housing security in the whole city according to their duties, and shall be responsible for guiding and supervising the housing security implementing agencies in districts and counties.

Housing security implementation agencies set up by district and county people's governments and sub-district offices (township people's governments) are responsible for housing security affairs.

The people's governments of districts and counties shall guarantee the personnel and funds of the housing security implementation agencies in districts and counties and streets (townships). Article 6 The municipal, district and county people's governments shall give priority to housing security funds in the financial budget, increase financial investment and broaden the sources of housing security funds.

The sources of housing security funds mainly include:

(1) Funds arranged in the financial budget;

(two) the central budget investment and special subsidies from the central government;

(3) Funds after deducting management fees and risk reserve from the value-added income of housing provident fund;

(four) the net income from land transfer shall be turned over to the funds according to the prescribed proportion;

(five) the government revenue of renting and selling affordable housing;

(six) financing through bank loans, housing provident fund loans, medium and long-term bonds, insurance funds, trust funds, real estate investment trust funds, etc.;

(7) Funds donated by the society;

(8) Funds raised by other means. Article 7 This Municipality implements preferential fiscal and taxation policies for affordable housing. Specific preferential measures shall be implemented in accordance with the relevant provisions of the state and this Municipality. Article 8 This Municipality encourages financial institutions to issue medium and long-term loans for affordable housing construction projects, and encourages guarantee institutions to provide guarantees for affordable housing construction projects; Encourage qualified government investment and financing platform companies to issue corporate bonds or medium-term notes to raise funds for the construction of affordable housing. Article 9 This Municipality shall establish a unified housing security management information system, and implement information management on affordable housing, housing rental subsidies and housing security objects. Tenth city and county people's governments encourage and support all sectors of society to participate in housing security; Units and individuals that have made remarkable achievements in housing security work shall be commended and rewarded in accordance with the relevant provisions of the state and this Municipality. Eleventh any unit or individual has the right to report and complain about illegal acts of housing safety, and the relevant departments and units shall timely check and deal with them according to their respective responsibilities. Chapter II Planning, Construction and Management Article 12 The municipal land and housing management department shall, jointly with the departments of development and reform, planning and construction, formulate the city's housing security plan and annual security tasks according to the city's economic and social development level, residents' housing situation and overall requirements for housing security, combined with financial capacity, resources and environmental conditions, population size and structure, etc. , and reported to the Municipal People's government for approval before promulgation and implementation.

Housing security planning and annual security tasks shall conform to the national economic and social development planning, urban and rural planning, overall land use planning and housing construction planning. Thirteenth affordable housing can be raised through new construction, acquisition, renovation, legal recovery, long-term lease, social donation and other means.

In areas where migrant workers are concentrated, district and county people's governments or functional area management agencies should raise dormitory-type public rental housing through multiple channels.
