Yuanling County has formulated and promulgated a number of agriculture-related documents, such as the Decision on Highlighting the Development of "Two Tea and One Fishing" Characteristic Industries to Accelerate Agricultural Industrialization, the Implementation Opinions on Accelerating the Process of Agricultural Industrialization, and the Assessment Plan for Promoting "Two Tea, One Fishing and One Vegetable" in Yuanling County in 20 14, and established "One Industry, One Team, One Planning, One District, One".
In order to support the development of characteristic agricultural industries, Yuanling County allocated150,000 yuan, and integrated the special funds from higher authorities and industrial assistance funds of 55 million yuan, focusing on supporting the four characteristic industries of "two teas, one fish and one dish". In terms of tea industry, Yuanling County gives subsidies of 1.200 yuan/mu to newly-built tea gardens over 3 mu, and 500 yuan/mu to low-built tea gardens. In the first two years, the subsidy per mu for newly-built tea gardens is 1 10,000 yuan, and the subsidy for nursery base is 2,000 yuan/mu. In addition to the national agricultural machinery subsidies, the newly introduced primary, refined and deep processing equipment will be rewarded at 30% of the total value. In Camellia oleifera industry, newly-built tea gardens with concentrated contiguous area of 100 mu or more will be rewarded according to the standard of 600 yuan/mu, and low-grade oil-changed tea gardens will be rewarded according to 200 yuan/mu. In terms of fisheries, the county finance set up a special fund of 500,000 yuan for aquatic products incentives, which was used to reward large aquaculture households, fishery cooperatives, processing enterprises and large circulation households. The vegetable industry is concentrated 15 mu or more, and 200 yuan will be given an annual subsidy per mu, and 500 yuan-1500 yuan will be given a one-time subsidy for each standard greenhouse of 0.3 mu or more.
At the same time, focus on cultivating and selecting 1-2 representative and distinctive demonstration villages, cooperatives, large professional households and professional bases in the development of four characteristic industries, so as to guide and promote the healthy development of characteristic agricultural industries. Yuanling County has also established "three mechanisms" of company (cooperative) driving, land transfer and technical support to boost industrial development. For example, in terms of company (cooperative) driving mechanism, Yuanling County encourages farmers, agriculture-related enterprises and relevant social organizations to lead farmers' professional cooperatives, and guides companies and cooperatives to adopt the development models of "company+farmer", "cooperative+farmer", "company+base+scientific research+cooperative+farmer" and "company+cooperative+farmer" to form interest links with farmers. In terms of technical support mechanism, the county finance invested some funds for the experimental demonstration and popularization of new varieties and technologies, hired agricultural technical experts to give on-site guidance or sent agricultural technicians to study abroad, so as to improve farmers' ability to apply new technologies and new varieties.
The series of "combination boxing" has effectively promoted the development of Yuanling characteristic agricultural industry. As of June this year, the total area of tea base in the county has reached 85,000 mu, and the annual output of tea has reached10.08 million tons. Newly built 32,000 mu of camellia oleifera, reduced 25,000 mu of camellia oleifera, with a total area of 240,000 mu. There are 40,000 fish in cages, with an annual water output of 20,000 tons. The number of leading agricultural industrialization enterprises at the provincial and municipal levels, which mainly focus on tea processing and aquatic products processing, has grown to 13, and there are more than 200 farmers' professional cooperatives.
