Main responsibilities
(1) Implementing the development plans, policies and regulations of the state, autonomous regions and municipalities on human resources and social security; To study and formulate plans for the reform of personnel system and the development of labor and social security in the whole flag; To formulate the system and measures for the management of posts, responsibilities and classification in the reform of Wushenqi organization, and be responsible for organizing the implementation, supervision and inspection.
(2) to draw up the personnel work plan and personnel adjustment measures for organs and institutions in the whole flag, and to prepare the employment plan for organs and institutions; In conjunction with relevant departments, guide the reform of the personnel system of public institutions in the whole flag, implement the management policies of public institutions and government workers, and organize the implementation of post setting in public institutions.
(3) to manage the professional and technical personnel, young and middle-aged experts and experts enjoying special government allowances in the whole flag and provide them with work services; Formulate policies for training, introducing and using talents, and do a good job in building professional and technical teams; To implement the policy of knowledge updating and continuing education for professional and technical personnel; Promote the reform of the professional title system.
(4) to be responsible for the comprehensive management of the civil servants in the government sequence of the whole flag and the management institutions with reference to the Civil Service Law, and to supervise and inspect the implementation of the Civil Service Law; According to the relevant provisions of the state, autonomous regions and municipalities, jointly with relevant departments, formulate the whole flag reward and commendation system, and coordinate and review the reward and commendation work of various departments of the flag government; Responsible for the complaint and accusation of punishment.
(5) in accordance with the relevant policies of the state, autonomous regions and municipalities, jointly with relevant departments, implement the wage and income distribution policy for personnel of government organs and institutions, and comprehensively manage the wages and benefits of government organs and institutions in the whole flag, as well as the retirement of clerks and professional and technical personnel.
(6) To be responsible for the planning, development and introduction of human resources in the whole flag, formulate policies on the flow of talents, and develop and plan the talent market; Responsible for the distribution and employment of college graduates, and work out and put forward the recruitment plan in conjunction with relevant departments; To undertake the selection of talents with special needs in the flag.
(7) to implement urban and rural social insurance and its supplementary insurance policies, put forward audit opinions on the budget and final accounts of social insurance funds, and exercise administrative supervision over the management of social insurance funds; Manage social insurance agencies in accordance with relevant regulations, and identify the qualifications of fund operating agencies; Implement the basic old-age insurance policies of organs, enterprises and institutions; In accordance with the relevant policies of the state, organize the implementation, supervision and inspection of social security affairs such as pension, medical care, unemployment, work injury, maternity, urban and rural residents' pension insurance and urban residents' medical insurance.
(8) implement the policy of coordinating urban and rural employment development, formulate policies and measures for coordinating urban and rural employment in the whole flag, plan the development of the labor market, and improve the public employment service system; Organize the implementation of employment assistance and vocational qualification system, and co-ordinate the establishment of vocational training system for urban and rural workers; Take the lead in implementing the employment policy for college graduates; To be responsible for the prediction, early warning and information guidance of employment, unemployment and social security funds in the whole flag, formulate response plans, implement prevention, adjustment and control, and maintain the stability of employment situation and the overall balance of social insurance funds; To formulate measures for the development, employment and orderly flow of rural surplus labor force and organize their implementation; Responsible for formulating the professional skills training plan for the re-employment of employees, unemployed people and laid-off workers in enterprises; Organize the preliminary report of primary vocational skill appraisal.
(9) to implement the policies and regulations of the state and autonomous regions on labor contracts, labor disputes, labor arbitration and special labor protection; According to the relevant provisions of the state, establish and improve the arbitration system of personnel and labor disputes and the coordination mechanism of labor relations; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with cases of violation of law and discipline according to law.
(1) to undertake the statistical information work of human resources, labor and social insurance in the whole flag, organize the construction of the information network of human resources, labor and social security in the whole flag, and publish statistical bulletins, information materials and development forecast reports of labor and social security undertakings.
(eleven) according to the relevant provisions of the state, autonomous regions and municipalities, in conjunction with the relevant departments to implement policies and plans for the resettlement of demobilized military cadres and retired soldiers.
(12) to be responsible for guiding, supervising, inspecting and coordinating the personnel work of government systems and government departments.
(13) To undertake other tasks assigned by the Banner People's Government and the Municipal Human Resources and Social Security Bureau.
Internal organs
According to the above responsibilities, the Banner Human Resources and Social Security Bureau has six internal organs.
(1) the office (with the sign of resettlement office for demobilized military cadres)
is responsible for the comprehensive coordination and supervision of the daily work of the organs and government affairs and business work; Responsible for the drafting of documents, meeting organization, message processing, secretarial affairs, letters and visits, confidentiality, finance and other work; Responsible for the management and supervision of funds, infrastructure investment and state-owned assets of subordinate institutions; Responsible for personnel management and rules and regulations construction of organs and affiliated institutions; Responsible for compiling the development plan and annual plan of human resources and social security in the whole flag; Responsible for the education of cadres and workers in this system; Conduct comprehensive research on personnel, talents, labor and social security work; To study and formulate policies and regulations on personnel appointment and personnel diversion in institutional reform; Work out the recruitment plan with relevant departments, and be responsible for organizing the examination and employment of personnel. Responsible for the human resources and social security information network of the whole flag, and publish statistical bulletins, information materials and development forecast reports on human resources and social security undertakings; To implement the policies of the state and the autonomous region on the resettlement of demobilized cadres and retired soldiers, and formulate specific resettlement measures; Prepare the resettlement plan, and be responsible for the reception of the whole flag and the transfer of demobilized cadres; Responsible for the training of demobilized military cadres; To undertake relevant matters assigned by the leading group for resettlement of demobilized military cadres.
(II) The Civil Servant Management Unit
is responsible for the management of the national civil servants in the whole flag and the management personnel who refer to the Civil Servant Law. Organize and guide the civil servants of the whole flag to study, publicize and implement the Civil Service Law of the People's Republic of China. According to the national civil servant management system, organize and implement job classification, employment training, assessment, job promotion and demotion, job transfer, withdrawal, discipline, reward, punishment, complaint, resignation and dismissal, and administrative reconsideration; Responsible for the examination and approval of the appointment and dismissal of the whole flag government sequence staff and the following cadres; Review the commendation and reward work of personnel from various government departments; Responsible for the examination, approval, submission and filing of the chief clerk and the following positions in government departments; Responsible for the file management of the whole flag government sequence clerk and the following staff and staff of public institutions; Responsible for the civil service examination plan declaration, civil service information update, annual assessment and other work.
(3) Professional and technical personnel management unit
is responsible for the management of professional and technical personnel and the construction of professional and technical personnel in the whole flag; Responsible for the qualification evaluation of junior professional and technical positions, and the preliminary declaration of middle and senior professional and technical positions; Responsible for recommending, selecting and managing young and middle-aged experts who have made outstanding contributions, experts who enjoy special government allowances and top-notch professional and technical talents; Implement the measures for continuing education of professional and technical personnel; Promote the reform of professional titles and the organization of evaluation of professional and technical personnel; Assist the Municipal Bureau of Human Resources and Social Security in guiding the organization and publicity of foreign language examinations for professional and technical qualifications, professional qualifications and professional titles.
(IV) Wage and Welfare Unit of government agencies and institutions
is responsible for implementing the wage system and policies of government agencies and institutions, and formulating specific implementation measures and measures; In accordance with the relevant provisions, formulate and improve the system of regional allowance and hardship post allowance; Responsible for approving the grading treatment of newly hired personnel and college graduates, as well as the salary treatment of personnel who are mobilized and punished; Responsible for formulating the welfare system of government agencies and institutions; Responsible for the implementation of the retirement policy for staff of government agencies and institutions; Responsible for the implementation of the provisions on the treatment of diseases, work-related injuries, subsidies for survivors' living difficulties, treatment during maternity shutdown and treatment of dead people of government agencies and institutions. To undertake the retirement examination and approval of the chief clerk, the following staff and professional and technical personnel of the government agencies and institutions in the whole flag and the examination and approval of the length of service.
(V) Institution Management Unit
Carry out the principles and policies of the state and the autonomous region on the reform of the personnel system of institutions, study and formulate various policies for the reform of institutions and the overall plan for the reform of the personnel system of institutions in the whole flag, and review and record the reform plans for the personnel system of institutions in the whole flag government; To formulate measures for the management of post setting of personnel in public institutions in the whole flag, and undertake the approval and filing of post employment and professional and technical post setting schemes in public institutions; Responsible for the implementation of institutions in-service professional and technical personnel, management personnel and workers post setting, appointment, assessment, appointment and dismissal, rewards and punishments, resignation and dismissal, training and other related systems and management measures, improve the institutions of professional and technical positions appointment system, and organize the implementation. To formulate the daily management measures for the staff of public institutions and government workers in the whole flag and organize their implementation; Responsible for organizing the annual assessment of the staff of the whole flag government sequence institutions.
(6) The Social Security Employment and Labor Relations Unit
is responsible for the implementation of the supervision system of social insurance and supplementary insurance funds in the whole flag; Supervise the collection, payment, management and operation of social insurance and its supplementary insurance funds according to law; Implement the planning, policies and standards of work-related injury insurance at higher levels; Implement the labor ability appraisal method; Responsible for the specific implementation of policies related to work-related injuries of staff in enterprises and institutions; Responsible for the implementation of policies on job registration, vocational guidance, employment introduction, employment of special groups and community employment of the whole flag labor force; Responsible for the statistics and release of employment information; Responsible for the implementation of the national preferential policies to promote employment and entrepreneurship, public welfare post development. Guide and supervise the total wages of enterprises and the distribution of wages and income of enterprise leaders; Implement the retirement policy for enterprise employees; Improve the tripartite mechanism for coordinating labor relations; Participate in the recommendation and selection of relevant enterprise labor models; Coordinate the work of safeguarding workers' rights, and organize the handling of relevant emergencies; To guide the labor supervision of the whole flag. Participate in the formulation of macro policies and measures for the wages of employees in enterprises, and put forward policy suggestions for adjusting income distribution; To implement the wage income adjustment policies of relevant industries of the state and autonomous regions and the wage income policies of state-owned enterprise operators, and conduct supervision and inspection.
