Article 3 "18th Project" projects are divided into competitive projects and public welfare projects. Article 4 The project shall conform to the industrial planning of biological resources development in Yunnan Province, and give consideration to economic, ecological and social benefits in order to achieve the goal of sustainable development. The project has "three innovations" (introducing new varieties, using new technologies and opening up new markets); The characteristics of "three haves" (high scientific and technological content, stable market and large industrial driving area). Article 5 The enterprise undertaking the "18th Project" project should be a specialized production enterprise, which must have strong technical innovation ability, professional management ability and market development ability, and have a group of professional management and technical talents. Article 6 The total assets of the enterprise undertaking the project shall reach more than 1 million yuan, of which the owner's equity accounts for more than 25%. In the project investment, the self-raised funds of the enterprise shall not be less than 3% of the total investment (including working capital), and have the loan mortgage and guarantee conditions recognized by the bank.
