Introduction policy:
1. Establish national and provincial Post-Doctoral Research Center units in Yuhang District (hereinafter referred to as "station-setting units");
2. On-site personnel who entered the post-doctoral workstation in Yuhang District to engage in scientific research activities after January 1, 222 (inclusive) with the approval of the National Post-doctoral Management Committee;
3. Post-doctoral personnel who leave the station after January 1, 222 (inclusive) and stay in Yuhang (come to Yuhang) to work (start their own business) within one year after leaving the station. Among them, those who are engaged in post-doctoral research outside the country (territory) need to be engaged in post-doctoral research for more than 2 years.
1. Types and standards of funding
1. Funding for website construction. The newly established national postdoctoral mobile stations and workstations will be funded by 1 million yuan, and the provincial postdoctoral workstations will be funded by 5 thousand yuan. 5% by the city and district.
2. Daily funding. For each post-doctoral researcher recruited by the station unit, the daily funding of 16, yuan per person for two years will be given to the employer, and 5% will be borne by the city and district respectively.
3. One-time scientific research funding. Each post-doctoral researcher recruited by the station unit will be given a one-time research grant of 1, yuan per person by the employer, and the urban level will be borne by 1:1.
4. Living allowance. Full-time postdoctoral fellows who sign employment contracts of institutions or labor contracts of enterprises with the station-setting units and pay social insurance in Yuhang District according to regulations will be given a living allowance of up to 3, yuan per person for two years, including 12, yuan from the municipal finance, 12, yuan from the district finance, and 6, yuan from the district policy. Postdoctoral students abroad will receive an additional living allowance of 5, yuan per person per year.
5. Leave the station to stay in Yuhang (come to Yuhang) subsidy. Postdoctoral personnel choose to stay in Yuhang (come to Yuhang) to work within one year after leaving the station, sign employment contracts of institutions or enterprise labor contracts with employers in our district for more than three years (inclusive), and pay social insurance in Yuhang District according to regulations, or start their own businesses and serve as legal representatives, giving each person a subsidy of up to 5, yuan
II. Application process and required materials
1. Funding for establishing a new national Post-Doctoral Research Center after approval
. The provincial Post-Doctoral Research Center station funding shall be appropriated by stages. After recruiting postdoctoral staff, the station-based unit should log in to Zhejiang postdoctoral website within 3 months to complete the post-doctoral recruitment information filing. The following materials should be uploaded for filing:
(1) agreement on joint training of postdoctoral researchers;
(2) Postdoctoral Researchers' Record Certificate.
the station-setting unit will give 1, yuan for each postdoctoral staff recruited, until 5, yuan is allocated in place. The District Human Resources and Social Security Bureau shall, in accordance with the notice of the higher human resources and social security department to allocate funding for the construction of the station, and jointly with the District Finance Bureau, regularly allocate funding.
2. Living allowance
The postdoctoral staff in the station shall submit materials to the District Human Resources and Social Security Bureau through the station-setting unit, and the following materials shall be provided when applying:
(1) Application Form for Postdoctoral Living Allowance (Annex 1, signed by myself and stamped with the official seal of the employer);
(2) Identity documents (ID card, military officer's card, Hong Kong and Macao residents' mainland travel permit or residence permit, mainland travel permit for taiwan residents or residence permit, and passports for foreigners);
(3) agreement on joint training of postdoctoral researchers (those who apply for living allowance after two years in the station need not submit the materials if they are still within the validity period);
(4) Post-doctoral researcher's record certificate (if the on-site personnel who apply for the living allowance after two years in the station are still within the validity period, they don't need to submit it again)
(5) Opening examination form;
(6) Employment contract of public institution or enterprise labor contract (if the materials are still within the validity period, there is no need to submit them for the on-site personnel who apply for living allowance after two years);
(7) Proof of undertaking major national science and technology projects, receiving first-class funding from China Postdoctoral Science Fund or first-class funding from provincial postdoctoral scientific research projects (provided by the standing staff who apply for living allowance after 2 years in the station);
(8) social insurance certificate (automatically obtained by the system);
The living allowance is appropriated twice, and the part stipulated by the municipal policy (including the district-level commitment) is accepted by the District Human Resources and Social Security Bureau, and after being audited by the Talent Office of the District Committee and the District Finance Bureau, it is allocated by the district finance at one time; Part of the district-level policy shall be allocated after two years of standing.
