Chapter I General Principles
Article 1 These Measures are formulated in accordance with the Regulations of China Municipality on Postdoctoral Science Fund (hereinafter referred to as the Regulations).
Article 2 General funding refers to the start-up funds or supplementary funds for postdoctoral researchers to engage in independent innovation research. According to the conditions that the applicant should have, through the prescribed evaluation procedures, merit-based graded funding.
Article 3 The subsidy ratio is about one-third of the number of people entering the station every year, and the subsidy is divided into two grades, with the first-class subsidy of 80,000 yuan and the second-class subsidy of 50,000 yuan.
Chapter II Budget and Planning
Article 4 The China Postdoctoral Science Foundation (hereinafter referred to as the Foundation) shall formulate the annual budget according to the Eleventh Five-Year Plan sponsored by the General Administration, and be responsible for organizing its implementation.
Fifth, according to the total number of postdoctoral stations in that year, according to the requirement of reaching one-third of the funding, determine the number of funding for the whole year. According to the total annual budget of the fund and the number of recipients in the whole year, the number of recipients in the first and second categories is allocated. Under normal circumstances, the number of first-class recipients accounts for one-third of the total number of recipients.
Article 6 The number of sponsors and the number of sponsors in each batch shall be arranged according to the total number of stops in the whole year and the funding plan.
Chapter III Declaration and Examination
Article 7 General grants are reviewed twice a year, and applications are started in March and August respectively. The specific application time is subject to the notice of the Foundation.
Article 8 Post-doctoral researchers who meet the requirements and scope in the Regulations may apply for funding and declaration according to the declaration procedures stipulated by the Foundation. The declared project should be original, innovative and cutting-edge, with high scientific and application value.
Article 9 The applicant shall carefully fill in the Application Form for General Funded Projects of China Postdoctoral Science Fund (hereinafter referred to as the "Application Form") on the post-doctoral website of China, and then submit it to the station establishment unit, and download and print it in triplicate and submit it to the station establishment unit for review. Fill in the content should be true, the innovation of the declared project should be prominent, and attach some important achievements or awards (copies).
Article 10 If the contents of the declared articles are classified, it shall be indicated in the classification column. If it is an interdisciplinary subject, it should indicate the first-level discipline and two disciplines involved in the interdisciplinary research.
Article 11 The applicant shall be recommended by the cooperative tutor and peer experts. The recommender shall examine the authenticity of the contents of the application form, intellectual property issues and other contents, evaluate the innovation, characteristics, research objectives, research contents and research methods of the applicant's application project, and evaluate the possibility of achieving the expected results. The recommendation letter should be signed by the expert himself.
Article 12 The station-setting unit is responsible for organizing the application of the unit, reviewing the qualifications and application materials of the applicant in accordance with the requirements of the Regulations, signing opinions, and submitting a paper application form in triplicate to the Foundation after being sealed, and at the same time submitting the application form on the post-doctoral website of China. If it is classified, it is not required to submit it online, but to submit an electronic version and a paper application form in 8 copies. The foundation does not accept postdoctoral individual declarations.
Article 13 When submitting the application materials to the Foundation, the station-setting unit shall also submit a comprehensive report of this batch of applications, including the number of applicants, the list of applicants and relevant explanations.
Article 14 The Foundation shall check and register the application materials according to the report of the station establishment unit, and examine the qualifications of the applicant. If it does not meet the requirements, it shall give feedback to the station establishment unit.
Chapter IV Evaluation and Inspection
Fifteenth foundations are divided into two disciplines by computer according to the disciplines filled in by the applicants, and each group generally has no more than 20 people.
Article 16 According to the grouping of disciplines, the Foundation randomly selects student experts from the expert database to form an expert review group. In order to ensure the fairness and rationality of evaluation and solve the problem that the evaluation of interdisciplinary research is not targeted, experts from related disciplines are selected to evaluate interdisciplinary research projects. Each theme group consists of five experts.
The foundation will send each set of application materials to the evaluation experts through the network or communication.
Seventeenth evaluation experts shall, according to the evaluation criteria in the Expert Evaluation Form, make a comprehensive evaluation of the projects declared by the applicant. The evaluation should be based on a 100-point system, and the total score should be personal achievements. Experts should sign the expert evaluation form and send it to the Foundation.
Article 18 The Foundation shall summarize the evaluation results of experts by subject groups, and rank the applicants in each subject group according to the average scores of experts who feedback the evaluation results.
Nineteenth according to the proportion of the number of people who should be funded in this period, the number of funded places in each discipline group is allocated according to the number of applicants, and rounded to the nearest integer.
Twentieth in line with the "Regulations" in the need to tilt, to appropriately increase the proportion of subject groups and other ways to give tilt.
Article 21 The Office of the Secretary-General will review the evaluation procedures and evaluation results, and determine the time for publicity and the time for publication of evaluation results.

Twenty-third Foundation issued a document and published the list of recipients in China Postdoctoral Network and China Postdoctoral Magazine, and allocated grants according to regulations.
Article 24 The Foundation shall issue a grant certificate to the grantee. 1 One copy of the Application Form of the grantee shall be filed with the Foundation, and two copies shall be returned to the resident unit.
Article 25 When the grantee leaves the station, it shall report the summary report of the research project obtained during the station to the station-setting unit, and the station-setting unit shall report the project summary report and the achievements of the general grantee to the Foundation before the end of each year 1 1.
Chapter V Supplementary Provisions
Article 26 These Measures shall be interpreted by the Foundation and shall come into force as of the date of promulgation.
