Non-residents cannot purchase social security directly from the Social Security Bureau. They can only purchase local employee social security through companies purchasing it for their employees.

Extended information: Article 1 of the "Interim Measures for the Registration and Management of Social Insurance" In order to strengthen and standardize the registration and management of social insurance, these Measures are formulated in accordance with the provisions of the "Interim Regulations on the Collection and Payment of Social Insurance Premiums" (hereinafter referred to as the Regulations).
Article 2 All units that are required to pay social insurance premiums in accordance with the provisions of Articles 2, 3, and 29 of the Regulations shall handle social insurance registration and obtain a social insurance registration certificate in accordance with the provisions of these Measures.
Article 3 The social insurance agency of the labor and social security administrative department at or above the county level (hereinafter referred to as the social insurance agency) is responsible for social insurance registration.
Article 4 Social insurance agencies shall cooperate with relevant departments to strengthen the management of social insurance registration.
Article 5 A fee-paying unit engaged in production and business operations shall apply to the local social insurance agency for social insurance registration within 30 days from the date of obtaining a business license, and within 30 days from the date of establishment of a non-production and business unit.
