The main features and innovations of this paper include: China's new rural old-age insurance pilot system lacks effective incentive mechanism for the amount selection and duration of individual contributions, puts forward the market mechanism of introducing third-party management, and puts forward the necessity and suggestions for gradually realizing the integrated development of urban and rural social old-age insurance system; Thirdly, the design idea of the transfer and connection between the new rural endowment insurance and the basic endowment insurance system for urban workers is put forward. In the innovation of investment mechanism, some suggestions are put forward, such as improving the operation level of the new rural endowment insurance fund, rationally dividing the responsibilities of the central and local governments and all levels of finance, and the weak guarantee function of collective subsidies. Can the outsourcing management of the new rural endowment insurance through government bidding realize the effective docking of these two systems? Because of the different sources of funds between the basic old-age insurance for urban workers and the new rural insurance, this paper puts forward an effective way to innovate the financing and investment mechanism of the new rural insurance in China and realize the preservation and appreciation of personal account funds. In view of the existing problems, this paper puts forward specific countermeasures and suggestions for the innovation of management mechanism and linkage mechanism. This paper holds that the aging of rural population indicates that the government has begun to intervene in rural old-age care, thus promoting the comprehensive promotion and sustainable development of China's new rural old-age insurance system. While pointing out the necessity of the development of new rural endowment insurance and the property right of individual account fund, this paper puts forward the method of splitting the individual account of new rural endowment insurance into the individual account of basic endowment insurance for urban workers. The new rural old-age insurance pilot implements the system mode of combining basic pension with personal account pension, and it is difficult to supervise the safety of pension funds. China's new rural endowment insurance pilot system is organized and managed to achieve the long-term goal of maintaining and increasing the value of endowment insurance funds. In September 2009, the State Council decided to carry out the pilot work of the new rural social endowment insurance system (hereinafter referred to as "new rural endowment insurance") nationwide.
