Article 6 When an organ or institution needs to increase personnel, it shall fill in the Application Form for Increasing Personnel according to the staffing and structural proportion approved by the staffing department, and apply to the staffing department for the Notice of Vacancy. Ninth organs and institutions at all levels should set up a special account for wage funds or establish a special account registration card for wage funds in their own banks. All funds used for wage expenditure must be deposited in the special account of wage fund and used reasonably.
