Basic procedures for the relief fund to advance the relief expenses: If the relief fund needs to advance part or all of the relief expenses, the traffic administrative department of the public security organ shall notify the relief fund management institution in writing within 3 working days. After receiving the advance notice from the traffic administrative department of the public security organ and the application and related materials for medical institutions to advance outstanding rescue expenses, the relief fund management institution shall conduct an audit within five working days. In line with the advance conditions, the relief fund management institution shall transfer the relevant expenses to the account of the medical institution. It should be emphasized that Article 75 of the Road Traffic Safety Law stipulates: "Medical institutions shall promptly rescue the injured in traffic accidents, and shall not delay the treatment because the rescue expenses are not paid in time."
