In the past few years, work-study schools organized in various places have played an important role in educating and rescuing young people who have committed illegal and minor crimes, and have achieved good results. It should be noted that as long as the erosion of decadent capitalist ideas and the phenomenon of juvenile crime still exist in society, the special form of education such as work-study schools is necessary. People's governments in various places should regard the running of work-study schools as an integral part of strengthening the construction of socialist spiritual civilization and do a good job in it.

Some Opinions on Running Work-Study Schools Well
Working-study schools are schools that educate and rescue middle school students who have committed illegal and minor crimes. They will be indispensable for a long time to come. Education departments in various places, especially in large and medium-sized cities, should, under the leadership of local party committees and people's governments and with the assistance of relevant departments, proceed from reality and take active measures to organize and run work-study schools and strengthen the treatment of middle school students who have committed illegal and minor crimes. Education, rescue work. We now put forward the following opinions on issues related to running a work-study school well.
1. The nature, mission and guiding ideology of the work-study school
The work-study school is a part-time school that provides special education to middle school students who have committed illegal and minor crimes. It is an ordinary work-study school. It is a special form of education and an indispensable form of education for the implementation of nine-year compulsory education. It is necessary to gradually create conditions to turn such schools into vocational and technical education schools.
The mission of the work-study school is to comprehensively implement the education policy, educate and rescue students who have committed illegal and minor criminal acts to become ideal, moral, cultured, disciplined and master certain production labor skills and occupations skilled socialist citizens.
Working-study schools must adhere to the guiding ideology of "based on education, saving children, educating people scientifically, and cultivating talents". They must care for, love and respect students, and cannot discriminate or dislike them.
2. Ideological and political education and student management
Working-study schools must take changing students’ minds as their primary task, and must infiltrate ideological and political education into all specific work of the school. Every faculty member has a responsibility to educate students.
We must closely integrate students' ideological reality and effectively strengthen patriotism education, socialist moral education, socialist democracy, legal education, and ideal, future, and outlook on life education. Conscientiously implement the student code, help students distinguish right from wrong, recognize and correct mistakes, establish progressive ideas, develop good moral character and behavioral habits, and become useful people for socialist modernization.
We must adhere to the principle of giving priority to positive education. Deeply understand the reasons why students commit crimes, keep abreast of their ideological trends and psychological characteristics, and do arduous and meticulous ideological transformation work. We need to care enthusiastically for students, have strict requirements, inspire and educate, and educate them patiently. Pay attention to mobilizing students' positive factors and praise and encourage progress. Avoid simple and crude behavior, and strictly prohibit corporal punishment and disguised corporal punishment. Students who confess illegal and criminal acts should be given leniency or exempted from punishment; students who expose bad people and bad deeds should be encouraged and protected.
It is necessary to carry out various forms of educational activities according to the characteristics of work-study students, integrate ideological and moral education into various collective activities, and gradually establish a collective with correct public opinion, good style and common goals. .
A strict scientific management system must be established. Students in work-study schools should have centralized boarding and lodging and centralized management. Strict requirements must be put forward for students and students should be organized to live a disciplined life. It is necessary to distinguish the different situations of students and conduct management education at different levels. The very small number of students who continue to commit crimes despite repeated education should be handed over to the public security and judicial departments for processing in accordance with the law.
Working-study schools should organize separate classes for boys and girls or establish separate schools for boys and girls. Each class is assigned one to two capable class teachers. Girls' classes must be equipped with female teachers as class teachers.
Working-study schools should establish mass organizations such as student unions and class committees. They can also establish Communist Youth League organizations and give full play to their role. Students who have truly changed and have the conditions to be members of the Youth League should be developed into members.
3. Teaching work
Improving the cultural and scientific knowledge level of students in work-study schools is a requirement for the implementation of nine-year compulsory education. It is also an important way to encourage students to distinguish right from wrong and change their thinking. All schools must carry out teaching reforms and strive to improve teaching quality so that students can gradually meet the basic requirements for nine-year compulsory education.
The length of study in a work-study school can generally be determined to be two to three years, based on the student's original educational level and educational performance.
The work-study school mainly offers courses such as ideological and political education, Chinese language, mathematics, history, geography, physical education, music, art and vocational and technical education, as well as lectures on physiological hygiene knowledge. Other courses can be offered as appropriate based on actual conditions. The number of teaching hours per week shall not be less than twenty-four.
Ideological and political courses focus on moral education and legal education. The cultural class formulates teaching plans and progress according to the actual level of students, and uses textbooks from ordinary middle schools or self-compiled teaching materials and supplementary teaching materials.
Faculty and staff who have made contributions in educating and rescuing students who have committed illegal and minor crimes should be vigorously commended and rewarded. For outstanding faculty and staff who have been engaged in work-study education for a relatively long period of time, the local people's government should give appropriate care when they retire.
8. Leadership and Management
The people's government where the work-study school is located must have a leading cadre in charge of the work-study education, and gradually establish a leadership team consisting of the public security, judicial, education, *** Youth League, and Women's Federation The management committee of the work-study school is composed of the heads of relevant departments such as labor and finance and the principal of the work-study school. The management committee must conscientiously implement the relevant regulations of the superiors, organize and coordinate the work between relevant departments, and implement various measures to run the work-study school well.
The daily work of work-study schools is managed by the leaders of the local education department, and the public security department and the *** Youth League should provide strong assistance. The education department is responsible for deploying the leadership team and teachers of work-study schools to lead daily education, teaching and administrative operations. As needed, the public security department can select a qualified cadre to participate in the leadership work of the school, and can also send a small number of public security officers to the work-study school to investigate and verify cases, assist in legal education and other tasks under the unified leadership of the school. The personnel and salary relationships of public security officers assigned to work-study schools and the benefits of the original department will remain unchanged.
Any working-study school with more than 100 students will be treated as a complete middle school; due to the restrictions of school running conditions, although the number of students in the working-study school is less than 100, but no less than 60, it is necessary to educate and save young people. Those who have played a greater role in their work and have indeed achieved results can also be treated as full middle schools. Work-study schools with outstanding school performance and large contributions can be treated as key middle schools in provinces, autonomous regions, and municipalities directly under the Central Government.
Education departments in various localities must select and appoint cadres who can correctly implement the party's line, principles, and policies, understand teaching business and educational laws, and have certain educational work experience to serve as principals of work-study schools. The principal of a work-study school is nominated by the local education department and appointed by the local people's government. The vice-principal is nominated by the principal and appointed by the local education department. The leadership team and backbone of work-study schools must remain relatively stable and should not be changed easily without special reasons.
All sectors of society should pay attention to, care about and support the work of work-study schools. In particular, the Youth League, trade unions, women's federations, street offices, and police stations must work together to do a good job with parents and do a good job in out-of-school management and education; publicity, culture, economy, finance, labor, business, etc. Departments should actively cooperate.
9. Institutional Setup and Staffing
The size of a work-study school is generally no less than one hundred students, and each teaching class should have about twenty-five students.
Working-study schools generally have a teaching office, a general affairs office, and an office. Larger schools can set up a production department to be responsible for managing school-run factories, farms and service industries. Attention should be paid to streamlining institutions and enriching front-line teaching staff.
The number of teachers can be higher than that of ordinary middle schools, and each teaching class generally has no less than four people. The staff establishment can be determined by each locality based on actual conditions.
10. Funding
The infrastructure investment and business expenses required to open a work-study school (including the start-up fees for vocational and technical classes in the work-study school) shall be coordinated and arranged by the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government. , respectively included in the local capital construction investment plan and education budget, and the expenditure standards are studied and formulated by the education and finance departments of each province, autonomous region, and municipality directly under the Central Government. The special education funds required by working-study schools, such as staff allowances, student grants, vocational and technical education funds, and necessary expenditures on living equipment, must be coordinated and guaranteed.
11. Educational Scientific Research
The education of students who commit crimes and minor crimes is an important topic in the current ideological education of middle school students. It is of great significance to further study the causes and patterns of illegal crimes among work-study students, and to summarize the experience of education and job saving in work-study schools in various places. Work-study schools in various places should closely integrate the practice of educating and rescuing students who have violated the law and minor crimes, and carry out educational scientific research. At the same time, a national work-study education research organization will be established to carry out scientific research activities on work-study education in a planned manner.
