Article 1 In order to support and promote the development of township coal mines, improve the level of safe production and technological upgrading of township coal mines, and promote the transformation of production mode of township coal mines from extensive to intensive, these measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of the autonomous region. Second township coal mine development fund (hereinafter referred to as the development fund) raising, management and use shall abide by these measures. Article 3 These Measures shall be under the unified leadership of the people's governments at or above the county (city) level, and the competent departments of township enterprises, coal, finance, planning, economy and trade, price, etc. at all levels shall, in accordance with the principle of "unification, high efficiency and standardization", closely cooperate with each other, be responsible for division of labor, strengthen supervision and coordinate implementation. Article 4 All township coal mines opened within the administrative area of the autonomous region shall be drawn and paid development funds in accordance with the provisions of these Measures. Article 5 The development fund shall be withdrawn and paid on a monthly basis.

The development fund takes coal sales as the base, and 8 yuan is charged at the ex-factory price per ton of sales.

Township coal mines shall withdraw the development fund in full and on time, and pay it to the department stipulated in Article 6 of these Measures before the 5th of the following month. Article 6 The development fund shall be collected by the administrative department of township enterprises in the county (city) where the township coal mine is located. Township coal mines in administrative areas above counties (cities) shall be collected by the administrative departments of township enterprises in counties (cities) designated by the administrative departments of township enterprises at the next higher level.

The administrative department of township enterprises responsible for collecting development funds may entrust relevant institutions to collect them. Seventh collect development funds, should use the special bills printed by the competent financial department of the autonomous region, otherwise, the township coal mines have the right to refuse to pay. Eighth county (city) administrative departments of township enterprises shall, before the 20th of each month, fully collect the development fund from the administrative departments of township enterprises in the autonomous region.

The administrative departments of township enterprises in the autonomous region shall return and transfer development funds to the administrative departments of township enterprises at all levels and the competent departments of coal industry in the autonomous region before the second month 15 at the end of each quarter according to the following proportions:

(a) county (city) administrative departments of township enterprises 70%;

(two) the administrative departments of township enterprises in prefectures and cities 2%;

(three) the administrative department of township enterprises in the autonomous region18%;

(four) the competent department of coal industry in the autonomous region10%;

Items (1) and (2) of the preceding paragraph are calculated according to the actual remittance amount of each county (city) in this period, and items (3) and (4) are calculated according to the total remittance amount in this period. Article 9 The administrative departments of township enterprises at all levels in the autonomous region and the competent departments of coal industry shall promptly and fully turn over the development funds returned and transferred to their own departments to the finance at the corresponding level, set up special accounts for storage, and incorporate them into the management of extra-budgetary funds, which shall be used for special purposes in accordance with the provisions of Article 10 of these Measures, and no department, unit or individual may approve or arbitrarily use them for other purposes. Tenth returned to the county (city) administrative departments of township enterprises fee fund, mainly used for the following items, which are used for items (a) to (three), shall not be less than 80% of the total return:

(1) Newly-built mines with key support;

(two) the expansion and reconstruction of the backbone mine;

(three) the implementation of the safety technical measures plan;

(4) Subsidies for the preliminary work of newly-built mines with key support;

(5) Subsidies for infrastructure construction of key mines and mine environmental protection and management;

(six) safety inspection, technical training, recognition and reward, and adjustment of fund management funds.

In accordance with the provisions of the preceding paragraph, transfer the development fund of the administrative department of township enterprises in the autonomous region to support the development of township coal mines in poverty-stricken areas; Transfer the development fund of the local and municipal administrative departments of township enterprises to subsidize the management funds for the guidance, inspection, supervision and service of the collection and remittance of the development fund within their respective administrative areas; Transfer the development fund of the competent department of coal industry in the autonomous region to subsidize the funds for coal geological work and the funds for the implementation of industry management of township coal mines by the competent departments of coal industry at all levels. Eleventh township coal mines to apply for the use of development funds, should be in accordance with the management authority to apply for development funds, to the local county (city) administrative departments of township enterprises or autonomous region administrative departments of township enterprises to submit a written report, and attach the following materials:

(a) the project documents approved by the competent department of township coal mine industry and other relevant departments;

(2) The fund project, amount and term of application;

(three) the total amount of development funds paid and related information;

(four) the audit opinion of the competent unit. Twelfth administrative departments of township enterprises that accept the application for the use of development funds shall submit a draft for examination and approval, and jointly with the competent departments of planning, economy and trade, coal, finance and price at the same level for examination and approval; The examination and approval opinions of major projects shall be submitted to the people's government at the corresponding level for approval.

When examining and approving the application for the use of development funds, it should be combined with the implementation of the development plan of township coal mining industry and coordinated with the national economic and social development plan.

After the application for the use of development funds is approved (approved), the approval document shall be issued by the administrative department of township enterprises that accepts the application for the use of development funds, and shall be allocated by the financial department at the same level. Article 13 The projects used by the development fund as stipulated in Items (1) to (5) of Article 10 of these Measures shall be used at a discount, and the users must return them in accordance with the provisions of the approval documents; Township coal mines in poor areas can only return 50% if they apply for items (4) and (5).

Within 1 month after the completion of the construction project using the development fund, the user shall submit the completion report to the department that approved the use of the development fund.
