Article 1 China Association for Science and Technology is a mass organization of scientific and technical workers in China, a people's organization led by the Communist Party of China (CPC), a bridge and link between the Party and the government and an important force for the country to promote the development of science and technology.

Article 2 The purpose of China Association for Science and Technology is to adhere to the guidance of Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, comprehensively implement Scientific Outlook on Development, unite and mobilize scientific and technical workers to focus on economic construction, adhere to the idea that science and technology are the primary productive forces, implement the strategy of rejuvenating the country through science and education, strengthening the country through talents and sustainable development, and build an innovative country. Promote the prosperity and development of science and technology, promote the popularization and popularization of science and technology, promote the growth and improvement of scientific and technical talents, and promote the combination of science and technology and economy. Article 3 The China Association for Science and Technology consists of national societies, associations and research associations (hereinafter referred to as societies, associations and research associations) and local science and technology associations.

Local associations for science and technology are composed of associations at the same level, associations at the next level and grass-roots organizations.

Article 4 The China Association for Science and Technology implements the guiding principle of independent innovation in the national scientific and technological work, focuses on leaping forward, supporting development and leading the future, advocates the fashion of respecting labor, knowledge, talents and creativity, advocates the spirit of professionalism, innovation, realism and cooperation, and adheres to the principle of running an independent and democratic meeting and the policy of "letting a hundred flowers blossom and a hundred schools of thought contend".

Chapter II Appointment

Chapter III Members

Article 16 The National Society is a group member of the China Association for Science and Technology. Local societies at all levels are group members of local science and technology associations at the same level. Member of Development Group of Science and Technology Association at or above the county level. Grassroots organizations develop individual members.

Article 17 Obligations and rights of group members:

Obligations of group members: abide by the articles of association, implement the resolutions and decisions of the Association for Science and Technology, and carry out various activities in line with the articles of association.

Rights of group members: Elect representatives to attend the congress of the Association for Science and Technology, participate in its activities, make suggestions, criticize and supervise its work.

Article 18 Grassroots organizations stipulate the obligations and rights of individual members.

Chapter IV State Leading Bodies

Article 19 The National Congress and its elected National Committee are the national leading bodies of the China Association for Science and Technology.

Article 20 The National Congress is held every five years and convened by the National Committee. Under special circumstances, it can be held in advance or postponed.

Article 21 The number of deputies to the National Congress and the method of election shall be decided by the Standing Committee, and the deputies shall be elected by the National Society and the science and technology associations of provinces, autonomous regions and municipalities directly under the Central Government through democratic consultation with relevant parties.

Article 22 The National Congress shall exercise the following functions and powers:

1. Decide on the working principles and tasks of China Association for Science and Technology;

2. Review and approve the work report of the National Committee;

3. To formulate and revise the articles of association of China Association for Science and Technology;

4. Election of the National Committee;

5. Decide on other important matters.

Article 23 The meeting of the National Committee shall be held once a year and shall be convened by the Standing Committee.

Article 24 The National Committee shall exercise the following functions and powers:

1. Implement the resolutions of the National Assembly;

2. Elect the chairman, vice-chairmen and standing committee members;

Three, review the annual work report of China Association for Science and Technology;

4. Decided to award honorary posts;

5. Decide on other important matters.

Article 25 When the National Committee is not in session, the Standing Committee shall lead the work of the China Association for Science and Technology, carry out the tasks set by the National Committee, approve the change or addition of members of the National Committee, and accept or withdraw members of organizations.

The meeting of the Standing Committee shall be held once every quarter and shall be convened by the director or deputy director.

Article 26 The Standing Committee shall establish a secretariat. The secretariat consists of the first secretary and several secretaries, nominated by the chairman and approved by the Standing Committee. Under the leadership of the Standing Committee, the Secretariat presides over the daily work of the China Association for Science and Technology.

Article 27 The Standing Committee shall set up several working committees and special committees to assist in deliberating relevant matters that need to be deliberated and approved by the Standing Committee.

Article 28 The Standing Committee shall, when necessary, employ the responsible persons of relevant departments as consultants of the China Association for Science and Technology.

Chapter V State and Society

Article 29 The National Society as mentioned in the Articles of Association is an academic and popular social group established according to the disciplines of natural science, technical science, engineering technology and related sciences or for the purpose of promoting the development and popularization of science and technology.

Article 30 The basic conditions for joining the National Society of China Association for Science and Technology are:

First, approve the articles of association of China Association for Science and Technology;

Two, in line with the "Regulations" of the State Council Municipality on the registration and management of social organizations;

Three, there are academic leaders and a considerable number of members;

Four, often carry out academic exchanges and popular science activities at home and abroad, edit and publish scientific and technological or popular science publications;

Five, a sound office space and sources of funds.

Article 31 A national society that meets the requirements of Article 30 of the Articles of Association shall apply to the China Association for Science and Technology and become a group member of the China Association for Science and Technology after being approved by the Standing Committee.

Article 32 The National Society accepts the leadership of the China Association for Science and Technology, implements the resolutions of the China Association for Science and Technology, undertakes and completes the tasks entrusted by the China Association for Science and Technology, and elects representatives to attend the National Congress of the China Association for Science and Technology.

The withdrawal of a national society from the China Association for Science and Technology must be approved by the Standing Committee of the China Association for Science and Technology.

Article 33. The Congress of the members of the National Society is held every three to five years, which decides the working principles and tasks of the Society, examines and approves the work report and financial report of the Council of the Society, formulates and modifies the articles of association, and elects a new Council.

Article 34 The offices of the National Society work under the leadership of the Council and are administratively led by the units to which the Society belongs.

Article 35. If the national association seriously violates the Constitution of the China Association for Science and Technology, it shall be given a warning, rectification within a time limit, expulsion and other penalties. Chapter VI Local Association for Science and Technology

Article 36 The science and technology associations of provinces, autonomous regions and municipalities directly under the Central Government are people's organizations under the leadership of the party committees of provinces, autonomous regions and municipalities directly under the Central Government, and are local organizations of the China Science and Technology Association.

Thirty-seventh provinces, autonomous regions and municipalities directly under the central government shall accept the professional guidance of the China Association for Science and Technology.

Provincial societies accept the leadership of provincial science and technology associations and are guided by corresponding national societies in business.

Article 38 The science and technology associations of provinces, autonomous regions and municipalities directly under the Central Government are composed of provincial societies and municipal (prefectural) science and technology associations.

City (prefecture) science and technology association is composed of the same level society and county (city) and district science and technology associations.

County (city) and district science and technology associations are composed of associations at the same level and grassroots organizations.

Thirty-ninth local science and technology associations implement the articles of association and resolutions of the China Association for Science and Technology, and elect representatives to attend the congress of the higher-level science and technology associations.

Article 40 The Congress of the local science and technology association shall be held every five years to decide the working principles and tasks of the local science and technology association, review the work reports of the committees of the local science and technology association, and elect the committees of the local science and technology association.

Chapter VII Grassroots Organizations

Forty-first enterprises and institutions with concentrated scientific and technical workers and science and technology associations (science and technology popularization associations) established in qualified towns and streets are grass-roots organizations of China Science and Technology Association and accept the professional guidance of local science and technology associations.

Township Science and Technology Association (Science and Technology Popularization Association) contacts and guides rural professional technology associations.

Forty-second main tasks:

First, carry out socialized science and technology popularization activities, guide people to advocate science, resist superstition, change customs and get rid of bad habits, advocate a scientific and healthy lifestyle and a civilized and economical consumption pattern, and promote the construction of a resource-saving and environment-friendly society;

Second, organize and mobilize scientific and technical workers to actively participate in academic exchanges and scientific and technological popularization activities, and promote the formation and development of social fashion of stressing science, loving science, learning science and using science;

The third is to carry out practical technical training and popularization in rural areas, guide farmers to establish Scientific Outlook on Development, cultivate new farmers with culture, technology and management, improve farmers' scientific and cultural quality, and promote the construction of new socialist countryside;

Fourth, carry out scientific and technological activities such as technical consultation and technical services, promote technology development and technology transfer, enhance the independent innovation ability of enterprises, and promote the establishment of a technological innovation system with enterprises as the main body;

Chapter VIII Staff

Forty-third organs of science and technology associations at all levels shall manage their staff in accordance with relevant state regulations.

Article 44 Societies affiliated to science and technology associations at all levels shall, according to their nature of establishment and management needs, implement corresponding cadre and personnel management systems for their staff, and manage them with reference to the relevant management regulations of affiliated units.

Forty-fifth staff of institutions affiliated to science and technology associations at all levels shall be managed in accordance with the relevant state regulations on the management of institutions.

Forty-sixth staff of science and technology associations at all levels should love the cause of science and technology associations, establish the idea of serving science and technology workers, have a high level of policy and extensive professional knowledge, and have strong organizational skills and social activities.

Forty-seventh science and technology associations at all levels should strengthen the training and education of staff, carry out training in a planned and organized way, and improve the political and professional quality of staff.

Chapter IX Management of Funds and Assets

Article 48 Sources of funds:

First, financial allocation;

Fourth, membership fees;

5. Income of enterprises and institutions;

6. Other income.

Forty-ninth the establishment of academic exchanges, science and technology popularization and awards and other special funds.

Fiftieth establish a democratic financial management system under the leadership of the Standing Committee.

Article 51 The funds and assets of science and technology associations at all levels and the real estate allocated by the state and local governments to science and technology associations are protected by law, and no unit or individual may occupy, misappropriate or arbitrarily allocate them; The asset affiliation of enterprises and institutions affiliated to the Association for Science and Technology at all levels shall not be changed at will.

Chapter X Emblem

Article 52 The emblem of China Association for Science and Technology consists of an ancient planetarium, a spaceship, a gear, an ear of wheat, a snake stick and the name of China Association for Science and Technology marked in both Chinese and English.

Article 53 The emblem of China Association for Science and Technology may be hung in offices, activity places and meeting places, printed in publications or worn on badges.

Chapter II XI Supplementary Provisions

Article 54

China Association for Science and Technology is referred to as China Association for Science and Technology.

China Association for Science and Technology is located in Beijing.

The full name of China Association for Science and Technology is China Association for Science and Technology, abbreviated as CAST.

Article 55 The National Committee shall, in accordance with its articles of association, formulate general rules for the organization of national associations.

Article 56 A national society may formulate its articles of association according to the Regulations of the State Council on the Administration of Registration of Social Organizations, these articles of association and the model text of the Articles of Association of Social Organizations of the Ministry of Civil Affairs.

Local science and technology associations may formulate detailed rules for implementation according to these Articles of Association.

Article 57 The right to interpret these Articles of Association belongs to China Association for Science and Technology.

Article 58 The Articles of Association shall be adopted and implemented by the National Congress of China Association for Science and Technology.
