Linyi is the largest forestry city in the province. We put forestry into the strategic plan of building "Great Linyi and New Linyi", clearly put forward the goal of building "Green Yimeng Ecological Linyi", took the establishment of a national forest city as the goal, took the reform of forestry system and mechanism as the driving force, and focused on ecological construction and forestry industry development, and formulated a series of major measures to accelerate forestry development. It has successively made the Decision on Accelerating the Leap-forward Development of Forestry in the City and the Notice on Implementing the Responsibility System of Municipal Leading Group for Greening in Counties and Municipal Department for Greening in Barren Mountains, which has effectively promoted the rapid development of afforestation and greening in the city. In the past two years, important documents such as Opinions on Protecting and Developing State-owned Forest Farms and Ecological Forest Farms and Vigorously Promoting Ecological Construction, Guiding Opinions on Further Promoting the Reform of Collective Forest Right System, Implementation Opinions on Strengthening the Ecological Construction of Water System in the City, and Opinions on Accelerating the Development of Forestry Industry have been formulated successively. The city's modern forestry construction has entered a new stage of development, and all forestry work has been at the forefront of the province, creating a new situation for the city's forestry reform and development. By the end of 20 1 1, the area of forested land in the city has increased from 560,000 mu in the early days of the founding of the People's Republic of China to 6.75 million mu, accounting for about one sixth of the forested land in the province. The forest coverage rate increased from 1.7% in the early days of the People's Republic of China to 3 1.5%, an increase of nearly 30 percentage points, nearly 8 percentage points higher than that of the whole province, and the forest stock reached16.76 million cubic meters. It has successively won many honorary titles such as "China Plate Capital", "National Advanced Collective of Forestry System", "National Advanced Collective of Greening", "National Advanced Collective of Protecting Forest and Wildlife Resources", "National Advanced Collective of Protecting Wild Animals and Plants", "National Advanced Collective of Preventing Forest Diseases and Pests", Provincial Model Civil Servant Collective and Provincial Forestry Industry Demonstration City. Accelerate the construction of ecological Linyi. With the goal of creating a national forest city, focusing on the greening of key areas and supported by key projects, the city took the lead in introducing village greening management measures in the province, and implemented four greening projects, namely urban and rural greening, barren hills greening, water system ecology, trunk road greening and ten projects to create a national forest city, including urban waterfront landscape greening and upgrading projects. 20 1 1, the city has completed 448,000 mu of afforestation, accounting for 1 12% of the annual task. In accordance with the reform opinions of state-owned forest farms, aiming at improving the living conditions of workers in state-owned forest farms, we will actively seek financial support from higher authorities to mobilize the enthusiasm of forest farm workers for afforestation. Remarkable achievements have been made in resource protection, and the "two prevention" work of forest fire prevention and pest control has been carried out in an all-round way. In particular, the forest fire prevention work adheres to the policy of "prevention first and active elimination", further rationalizes the forest fire prevention system, pays close attention to the forest fire prevention capacity and the construction of forest fire fighting teams, and constantly strengthens the implementation of various fire prevention measures to effectively protect forest resources. The city has formulated the prevention and control plan and the anti-flying plan for Hyphantria cunea. All levels have fulfilled their prevention and control responsibilities by holding meetings and signing the responsibility book of prevention and control targets at different levels, fully completed the prevention and control tasks assigned by the provincial government, and successfully passed the inspection and acceptance of the national and provincial forestry bureaus. Wetland protection and management have reached a new level. On the basis of being approved as a provincial wetland park, Wuhe Wetland has been declared as a national wetland park, and the State Forestry Administration has completed the planning and design of Shuhe Ancient Road Wetland Park. The continuous upgrading of forestry industry aims at "industrialization of ecological construction and ecologicalization of industrial development", focusing on people's livelihood, promoting farmers' employment and increasing income, focusing on revitalizing the top ten industries, vigorously cultivating leading forestry industries and accelerating the pace of forestry industry development. The Municipal Party Committee and the Municipal Government issued the Opinions on Accelerating the Development of Forestry Industry and the Interim Measures for the Application, Identification and Monitoring Management of Key Leading Enterprises of Forestry Industrialization in Linyi City, compiled nine forestry industry revitalization plans (201-2015), and organized and implemented the "61/kloc-0". The Municipal Forestry Bureau and Shandong Xingang Enterprise Group Co., Ltd. won the Outstanding Contribution Award of China's Forestry Industry (Grass-roots Unit Award), and our city was awarded the title of "China Bandu" by China Forestry Industry Association and the title of forestry industry demonstration city by the provincial government. Constantly innovate the carrier of forestry work and actively promote the certification of forests and forest products. Experts from WWF and China Academy of Forestry were invited to conduct on-the-spot investigation and training, and the State Forestry Administration confirmed our city as a national forest certification pilot unit. A new breakthrough has been made in the supporting reform of forest right, and the Work Plan for Supporting Reform of Collective Forest Right System and the Management Measures for Forest Right Mortgage Loan in Linyi City (for Trial Implementation) have been issued, which has set up the overall framework of supporting reform of forest right in the whole city and opened the prelude to supporting reform of collective forest right system in the whole city. Focusing on innovating the scientific and technological anti-corrosion system from the source, the online visa system for resource forestry information management and the information system for resource forestry analysis and decision-making have been organized and developed, and the online issuance and handling of forest harvesting, timber transportation certificates and forest plant quarantine certificates in the whole city have been realized simultaneously. Intelligent network electronic monitoring system was installed in all timber inspection stations in the city, which realized the integration of online distribution of forestry licensing matters and video supervision and management.
