According to the relevant provisions of the Measures for the Administration of Residential Special Maintenance Funds, the scope of maintenance funds mainly includes the overhaul project of the parts used by the house and the overhaul, renewal and transformation project of the facilities and equipment used by the house. Because the use of facilities and equipment for maintenance involves the interests of all owners and should be decided by the owners' committee. The owners' committee shall, with the assistance of the property management enterprise, make a written confirmation of the overhaul, renewal and transformation plan by holding a meeting or visiting the residents. The overhaul and renovation plan shall obtain the written consent of the owners who hold more than two-thirds of the voting rights. According to Article 9 of the Measures for the Administration of Residential Special Maintenance Funds, the residential special maintenance funds deposited by the owners belong to the owners. The residential special maintenance funds extracted from the public housing sales funds belong to the public housing sales units.
