Medical security departments below the municipal level implement vertical management.

As a pilot city for the reform of the management system of medical security institutions in the province, the Municipal Party Committee and the Municipal Government recently issued the "Wuhu City Medical Security Management System Reform Plan", confirming the implementation of vertical management of medical security administrative agencies and affiliated institutions below the municipal level.

The plan clarifies that the county-level medical security administrative agency shall serve as the dispatched agency of the municipal medical insurance bureau.

At the municipal level, a branch directly under the Wuhu Municipal Medical Insurance Bureau was established to be responsible for the medical insurance management of Wuhu Economic and Technological Development Zone and Sanshan Economic Development Zone; in terms of handling and affiliated institutions: the Municipal Medical Insurance Management Center was renamed Municipal Medical Insurance Management

The center has added responsibilities such as resident medical insurance handling, urban and rural medical assistance, and city-wide off-site settlement; the Municipal Drug and Medical Consumables Management Center has added responsibilities such as bulk purchase of pharmaceutical consumables, price monitoring of key pharmaceutical consumables, and supervision and review of pharmaceutical prices and costs.

The Municipal Medical Security Fund Supervision Center was established to be responsible for the daily supervision and management of the city's medical security funds and the informatization of medical insurance.

At the county level, we have integrated county-level urban employee medical insurance and urban and rural residents' medical insurance agencies, strengthened county-level fund supervision and drug and consumable management, and established county-level medical insurance agencies in Wuwei City, Nanling County, Wan_ District, and Fanchang District.

Office, fund supervision, and pharmaceutical and medical consumables management agencies, respectively, serve as sub-centers in the city center, accepting the overall leadership of the medical insurance branch under their jurisdiction, and business work is guided by the city center.

The medical insurance handling agencies in Jinghu District, Jiujiang District, Yijiang District, and Sanshan Economic Development Zone will be cancelled, and the medical insurance handling windows will be retained, with the district branches responsible for daily management.

At the town and village level, each town (street) and village (community) relies on the government affairs hall, service hall, etc. to set up a unified window for accepting medical insurance applications.

Each town (sub-district) specifies that one department is responsible for medical security work and accepts the business guidance of the medical security branch under its jurisdiction. The work funds are borne by the town (sub-district) where it is located.

Establish and improve the team of village (community) level coordinators, and identify 1-2 cadres in the village (resident) committees to serve as medical insurance coordinators to open up the "last mile" of medical insurance services for the people.
