The owner or agent of the goods receiving the persistent oil goods transported by sea in the waters under the jurisdiction of People's Republic of China (PRC) shall pay the fund in accordance with the Measures for the Administration of the Collection and Use of the Compensation Fund for Oil Pollution Damage from Ships, except for the transit transportation of persistent oil goods. The collection standard of the fund is 0.3 yuan RMB per ton of persistent oil products. The Ministry of Finance and the Ministry of Transport may adjust the specific collection standards according to the compensation for oil pollution accidents from ships and the receiving volume of persistent oil goods, taking into account the affordability of the consignors and their agents.
