Legal analysis: 1. Application by head of household.

2. Village committee review.
After receiving the application, the village committee convenes a village representative meeting to evaluate the application and decide whether it meets the subsidy conditions. The evaluation results will be publicized (the publicity period is 5 days).
If it is deemed that the renovation conditions are met after evaluation and there are no objections to the announcement, the "Application Form for Rural House Earthquake Renovation Project" should be filled in and submitted to the town and street housing and urban-rural development departments for review.
Those who do not meet the transformation conditions or have objections to the public announcement will not be allowed to apply.
3. Review by the town government (subdistrict office).
After receiving the application materials from the village committee, the town, street, housing and urban-rural development departments organized staff to conduct household inspections.
If the verification meets the conditions, the verification personnel will sign and submit the opinions to the town government (subdistrict office) for review and approval. The application approved by the town government (subdistrict office) will be reported to the Municipal Housing and Urban-Rural Development Bureau.
If the conditions are not met, the materials will be returned to the local village committee and the reasons will be explained.
4. Fund allocation.
For applications approved by the town government (subdistrict office), the Municipal Bureau of Housing and Urban-Rural Development will allocate subsidy funds to the financial department account of the town government (subdistrict office) in accordance with the municipal special fund management and financial system requirements and the subsidy standards.
The town government (subdistrict office) will distribute the subsidy funds to the applicants respectively.
Legal basis: Article 5 of the "Regulations on Natural Disaster Relief" Villagers' committees, residents' committees, and social organizations such as the Red Cross, charity societies, and public foundations shall assist the people's government in carrying out natural disaster relief work in accordance with the law.
The state encourages and guides units and individuals to participate in natural disaster relief donations, volunteer services and other activities.
Article 6 People's governments at all levels shall strengthen publicity and education on disaster prevention and reduction, and improve citizens' awareness of disaster prevention and avoidance and their ability to rescue themselves and each other.
Villagers' committees, residents' committees, enterprises and institutions shall, in accordance with the requirements of the local people's government and in light of their respective actual conditions, carry out publicity and popularization activities on disaster prevention and reduction emergency knowledge.
