1) village-level trusteeship. Rural happy homes are located in rural communities, so we should give full play to the core role of rural grassroots organizations. The main body of their construction management is the village Committee, and the secretary of the village party branch or the director of the village Committee is the first responsible person. The construction and management of rural happy homes should solicit opinions from the masses, respect the wishes of the elderly, and the management methods should meet the requirements of villagers' autonomy and village affairs openness.

(2) government support. Under the premise of villagers' autonomy and democratic management, people's governments at all levels give financial support, formulate preferential policies, provide public services, organize training and provide management service guidance.

(3) Social participation. Encourage migrant workers and businessmen to repay their villagers, support social forces and volunteers to voluntarily participate in the construction and management of rural happy homes, and build rural happy homes into a bond of love and a bridge of affection.

(4) Association organization. Give full play to the role of rural elderly associations in resolving social contradictions, safeguarding the rights and interests of the elderly, carrying out cultural and sports activities, participating in social development, and promoting the harmony and stability of rural society, so as to form a benign interaction between government administrative promotion and people's demand for old-age care and promote the healthy development of rural old-age care services.

(5) Independent assistance. Adhere to the concept of "self-management, self-help, mutual assistance and enjoyment", adhere to independent participation and voluntary boarding, and do not engage in rigid apportionment and administrative orders.
