The disbursement of funds is strictly in accordance with the relevant provisions of the Measures for the Administration of the Reimbursement System of Financial Support for Agriculture in Hainan Province (No.940 [2007] of Qiong Cainong), and the management of the Reimbursement System is implemented. Up to now, 90.39 million yuan has been allocated for poverty alleviation, and the expenditure is 100%.

Two, the county budget arrangements for poverty alleviation funds

In 20 15, the special financial poverty alleviation fund was 9.7 million yuan, including 5.4 million yuan from the provincial finance, 700,000 yuan from the municipal finance and 3.6 million yuan from the county finance. In 20 16, the special financial poverty alleviation fund was 46.44 million yuan, including 3.6 million yuan from the central government, 5.4 million yuan from the provincial finance, 3.3 million yuan from the municipal finance, 0/0/10,000 yuan from the county finance and 23/0/0.4 million yuan from the debt poverty alleviation fund. The funds are used for 18 construction of 25 photovoltaic power plants in poor villages, civil medical assistance, education poverty alleviation subsidies, collective breeding projects in 3 poor villages, and 18 infrastructure construction in poor villages. At present, the construction of 25 photovoltaic power plants has been completed, the subsidy funds for civil medical assistance and education poverty alleviation have been allocated to the recipients, and the infrastructure and collective farming projects in poor villages are being implemented.1It is planned to be fully completed before the end of October 165438+.

Second, the management of poverty alleviation funds.

In the management of financial poverty alleviation funds and projects

Strict implementation of project filing, announcement and publicity, file management and other systems to ensure the standardized operation of financial poverty alleviation funds. First, strictly implement the county-level financial reimbursement system, special account management, closed operation, special account accounting, and earmarking. Second, the project is open to tender, and the project implementation unit is the financial poverty alleviation fund reimbursement person. Third, after the completion of the project, it is necessary to fill in the completion acceptance opinions, which can only be reimbursed after being signed and stamped with the official seal of * * * by the head of the township and the head of the project quality. Through strict management, we effectively put an end to such violations as misappropriation and fraudulent use of financial poverty alleviation funds, and improved the efficiency of fund use.

In the process of self-examination.

No problems were found in violation of the procedures for allocating poverty alleviation funds and approving poverty alleviation projects.

There are also no problems such as misappropriation, false report, violation of the eight regulations, misappropriation, detention and delay, loss and waste, and inaccuracy.

Third, measures and effects of poverty alleviation.

Looking back, the county reduced and increased 374 people.

(three) to carry out accurate monthly verification

The second is to support the breeding of Hu sheep. In 18 poverty-stricken villages, 208 willing and qualified farmers were selected to develop Hu sheep breeding, and each family supported five pregnant ewes with a weight of more than 55kg. At present, 1040 pregnant ewes have all been distributed in place.

The third is to develop poverty alleviation vegetable greenhouses. In the central village of Hugou Town, Huwa Village of Xinmaqiao Town, and Dougou Village of Shihu Township, we will build 178 poverty alleviation vegetable greenhouses, and increase the village collective economy and the income of poor households by renting out and giving priority to the employment of poor people. The construction of 80 mu vegetable greenhouse poverty alleviation facilities in Tangdi Village of Zhongxing Township entered the bidding process. At present, our county has initially formed a number of characteristic planting villages such as Zhang Qiao, Zhongxin, Qili, Huwa facility vegetables, Dougou, Houma watermelon and Liancheng lotus root.

The fourth is to develop animal husbandry and aquatic products. Relying on the geographical conditions and natural resources of each village, nine mutton sheep breeding bases have been built in nine villages including Huang Wei, Dongxun, Taishan and Wei Qiao, forming a number of demonstration industries such as beef cattle in Songnan, quail in Dajiang, aquatic products and Jiahe aquatic products.

Fifth, the processing industry helps the poor. Relying on Zhenbei Wanxin Plastic Weaving, Dongxun Xunshi Machinery and Songnan Zhicheng Technology Processing Enterprises, the poor households in the village and surrounding areas will be driven to find jobs nearby. Up to now, Sancun processing enterprise has absorbed 68 people from 56 poor households to work in the factory.

(5) Implementing education to help the poor.

One is to waive tuition fees. Kindergarten students are exempted from 600 yuan, 1000 yuan and 2400 yuan every year; High school students are exempted from 1.700 yuan, 1.400 yuan and 700 yuan every year; Students in secondary vocational schools are free of tuition every year 1200 yuan, 2000 yuan, 700 yuan. The second is to subsidize living expenses. (7) Implementing reconstruction to help the poor.

The high-standard basic farmland construction project in Weiqiao Village, Yangmiao Township, with a total investment of 5,265,438+10,000 yuan, provides comprehensive facilities of ditches, wells, roads, canals and culverts for the whole village. The second is to increase support for rural highway construction. The road hardening of 18 poor villages and more than 50 natural villages living as planned has been realized. The third is to increase the construction of eight small water conservancy projects. It is planned to renovate three pumping stations, including Jiahe, Yangzhuang and Houqiao, by using eight provincial special grant funds for small water conservancy projects. (9) Implementing social security to help the poor.

The first is to carry out the work of improving the minimum living standard. Combined with the action plan of poverty alleviation in our county, the eligible poor households will be guaranteed.
