The corresponding working conditions and specific living benefits provided by talents and teams are as follows: 1. Preferential policies 1. Financial subsidies.
The provincial government will grant a subsidy of RMB 2 million to each overseas talent introduced (including those introduced by the central government in Fujian units or Xiamen City, the provincial government will provide a subsidy of RMB 1 million per person); to domestic talents introduced by provincial (including city and county) units
Each talent will receive a subsidy of RMB 1 million (including those introduced by Xiamen City will be subsidized).
The subsidy funds are mainly used for technological innovation, business start-up and improvement of working and living conditions. They are regarded as provincial government bonuses and are exempt from personal income tax.
The Provincial Department of Finance, the Provincial Local Taxation Bureau, the Xiamen Municipal Party Committee Talent Work Leading Group, and the central units in Fujian are responsible for implementation.
The provincial fiscal year has pre-arranged a special talent fund of 200 million yuan, which is specially used to introduce high-level entrepreneurial and innovative talent subsidies.
The Talent Work Leading Group of the Provincial Party Committee will send the list of selected candidates to the Provincial Department of Finance. The Provincial Department of Finance will allocate the subsidy funds to the Provincial Civil Service Bureau’s Talent Service Center based on relevant standards. The center will allocate the funds to relevant units, and the employers will use them in accordance with relevant regulations.

The Talent Work Leading Group of the Xiamen Municipal Party Committee and the central units in Fujian are responsible for the issuance of the remaining subsidy funds for overseas introduction of talents. For tax exemption matters, the Talent Introduction Service Center of the Provincial Civil Service Bureau will send a letter to the Provincial Local Taxation Bureau (Income Tax Department) to provide fund subsidies to the use units and the introduction of talents.
The provincial local tax bureau is responsible for implementing the list.
2. Workplace.
Those who settle in the park to start (lead) science and technology enterprises will be provided with a workplace of no less than 100 square meters by the park and will be rent-free for five years.
Implementation is carried out by various parks and their competent departments, as well as the talent work leading groups of district and municipal committees.
3. Venture investment.
For enterprises that are engaged in the industrialization of science and technology projects and are controlled by them or have no less than 20% of the equity, venture capital investment funds from governments at all levels may be provided for venture capital investment in accordance with relevant regulations.
The Provincial Economic and Trade Commission, the Provincial Development and Reform Commission, the Provincial Department of Science and Technology, and the talent work leading groups of each district and municipal committee are responsible for implementation.
The Provincial Economic and Trade Commission, the Provincial Development and Reform Commission, and the Provincial Department of Science and Technology shall comply with the relevant provisions of the Fujian Provincial Economic and Trade Commission and other three committees and offices on the "Notice on Issuing the Provincial Venture Capital Fund Management Measures of Fujian Province (Trial)" (Fujian Economic and Trade Enterprise [2009] No. 331)
and departmental work functions, according to the list of introducing high-level entrepreneurial and innovative talents provided by the Provincial Party Committee Talent Office, review the scientific and technological industrialization projects of the company, and those that meet the prescribed conditions will be included in the "Fujian Province Provincial Venture Capital Fund Investment Catalog"; responsible for the provincial level
Fujian Investment Development Group Co., Ltd., which operates and manages venture capital funds, and local venture capital enterprises, within the scope of the "Investment Catalog", take the initiative to negotiate venture investment business with entrepreneurial enterprises and review projects; the Provincial Venture Investment Guidance Fund
Enterprises that invest in science and technology industrialization project enterprises and comply with the "Fujian Province Venture Capital Investment Guide Fund Management Implementation Measures (Trial)" and related regulations will be given venture capital risk compensation.
4. Government procurement.
Products that meet the identification conditions in the "Fujian Province Independent Innovation Product Identification and Management Measures (Trial)" (Min Ke Gao [2007] No. 21) will be given priority treatment when implementing government procurement.
According to the "Fujian Province Independent Innovation Product Certification Management Measures (Trial)" (Min Kegao [2007] No. 21), the Provincial Science and Technology Department, the Provincial Economic and Trade Commission, the Provincial Development and Reform Commission, and the Provincial Department of Finance are responsible for the implementation of the independent innovation product certification work.
According to the "Interim Measures for the Procurement of Independently Innovative Products by the Fujian Provincial Government" (Mincaigou [2007] No. 40), the Provincial Economic and Trade Commission, the Provincial Development and Reform Commission, the Provincial Department of Finance, and the Provincial Department of Science and Technology are responsible for actively guiding enterprises that meet the qualifications to participate in the provincial science and technology supervision
The department organizes the review and identification of independent innovative products, and the identified products are included in the "Independent Innovation Product Catalog"; the Provincial Department of Finance and the Provincial Administration Bureau are responsible for supervising the implementation of the priority procurement policy for independent innovative products by provincial units.
5. Tax refund.
Within 3 years after the introduction of talents, the local retained portion of personal income tax paid will be fully refunded to the local finance.
The Provincial Department of Finance and the talent work leading groups of each district and municipal committee are responsible for implementation.
Financial departments at all levels are responsible for handling relevant procedures.
6. Assume positions, establishments, and positions.
Can hold middle and senior management positions in universities, scientific research institutions, and state-owned enterprises (public institutions) (except for foreigners who serve as legal representatives); those who are introduced to public institutions are not subject to unit establishment and position restrictions.
It is implemented by the Organization Department of the Provincial Party Committee, the Provincial Education Working Committee, and the Provincial Party Committee, and the Provincial State-owned Assets Supervision and Administration Commission and the Provincial Civil Service Bureau (Provincial Human Resources Development Office).
When high-level entrepreneurial and innovative talents are introduced to public institutions, the recruiting unit shall submit an application and attach an approval document from the organization's human resources department agreeing to the introduction, and then the staffing offices at all levels will handle the admission procedures.
7. Professional title.
Can apply for and review senior professional and technical qualifications based on their performance and abilities, and are not subject to restrictions on the time limit for assessment and the number of positions.
