Letter from China Railway Corporation and Jiangxi Provincial People's Government on Submitting the Feasibility Study Report on the New Nanchang-Ganzhou Railway Passenger Dedicated Line" ( Tiezong Statistical Letter [2014] No. 719) received. After research, the reply is now approved as follows:
1. The new Nanchang-Ganzhou railway passenger line will help improve the regional road network layout, improve railway transportation capacity and service quality, and promote the urbanization process and economic and social development along the line. Agreed The main construction plan of the submitted project.
2. Main construction content and technical standards
(1) Main construction content. The line starts from Nanchang, passes through Ji'an and ends in Ganzhou, with a total length of 419.6 kilometers. Among them, 17.9 kilometers are used from the existing Beijing-Kowloon Railway between Nanchang Station and Henggang Station, and the remaining sections are 401.7 kilometers long. The entire line has 13 stations including Nanchang, Henggang, Fengcheng East, Zhangshu East, Xingandong, Xiajiang, Jishui West, Ji'an West, Taihe, Wan'an, Xingguo West, Ganxian North and Ganzhou West.
(2) Main technical standards. Railway grade: Passenger dedicated line. Number of main lines: double lines. The design speed of passenger trains is 250 km/h, and the infrastructure has reserved conditions for further speed increase. Minimum curve radius: 4000 meters in difficult areas, and can be appropriately relaxed in areas with better terrain. Limit slope: 20‰. Traction type: electric. Effective length of arrival and departure line: 650 meters. Train operation mode: automatic control. Driving command method: centralized dispatching. Other technical standards comply with the "High-speed Railway Design Code" (TB10621-2009).
(3) Planning transportation capacity. 50 million people/year in one direction.
3. Investment estimate, fund sources and construction arrangements
The total project investment is 53.25 billion yuan, including 50.75 billion yuan in engineering investment and 2.5 billion yuan in EMU purchase costs.
Funding source: Project capital accounts for 50% of the total investment, totaling 26.625 billion yuan, of which: Jiangxi Province bears 40% of the capital, totaling 10.65 billion yuan, and is funded by Jiangxi Railway Investment Group Company Hexing The Railway Industry Investment Fund will contribute the capital, and Jiangxi Province will be responsible for the land acquisition and demolition work and expenses. The land acquisition and demolition expenses will be included in local shares after approval by all parties; the rest will be funded by the China Railway Corporation using the Railway Development Fund, of which 5.805 billion yuan is within the central budget. Funds other than capital are borrowed from banks such as China Development Bank.
The Changjiu Intercity Railway Company is responsible for the construction and management of the project, with a construction period of 5 years.
4. In the next stage, it is necessary to reasonably grasp the infrastructure reservation conditions, optimize partial line plans and hub connection plans, and strictly control project investment. Implement local investment and promote integrated planning and comprehensive development of railways and surrounding land. We should promptly study the construction issues of the Ganzhou-Shenzhen railway passenger line and improve the investment efficiency of the project.
5. Construction management should be strengthened to ensure project quality and safety. Strictly control the scale of land use, conserve and intensively use land, and implement relevant policies and measures such as land acquisition and demolition, energy conservation and environmental protection.
6. Please ask the State Grid Corporation of China to arrange external power supply projects simultaneously to ensure that they are completed simultaneously with this project. Please ask the Ministry of Industry and Information Technology and the Information Technology Department of the General Staff to provide support and cooperation in communications migration and other aspects.
7. If you need to make adjustments to the content determined in the approval documents for this project, please report it to our committee in writing in a timely manner and handle it in accordance with relevant regulations.
