The application for advance payment of relief expenses shall be reviewed by the relief fund management institution within 5 working days after receiving the written notice and materials. The application for advance funeral expenses shall be examined within 3 working days.

Article 42 of the Procedures for Handling Road Traffic Accidents

If a road traffic accident happens to a vehicle insured with compulsory motor vehicle traffic accident liability insurance, and the insurance company needs to pay the rescue expenses for rescuing the injured, the traffic management department of the public security organ shall notify the insurance company in writing.

If the rescue of the injured needs to be paid by the social assistance fund for road traffic accidents, the traffic administrative department of the public security organ shall notify the social assistance fund management institution for road traffic accidents in writing.

If a road traffic accident causes death and requires relief funds to pay funeral expenses, the traffic administrative department of the public security organ shall inform the relatives of the victim to submit a written application for advance to the social relief fund management institution for road traffic accidents while serving the notice of corpse disposal.
