Article 2: The scope of fund funding is marine science basic research and applied basic research projects. Article 3 The fund is funded once a year. The funds mainly come from the three science and technology fees of the bureau. The annual amount is currently tentatively set at 600,000 yuan, and the average funding intensity of the project is 20,000 yuan. In the future, the total amount of the fund and the intensity of funding will be gradually increased depending on the situation. Article 4: The fund is a one-time research fund with a funding cycle of two years. In principle, those who have received funding from the fund are not allowed to apply for the fund again (except those who meet Article 22). Chapter 2 Application Conditions Article 5 Research Project Application Conditions:
1. The research content should be in line with the scope of fund funding (see Article 2);

3. The academic ideas are novel, the arguments are well-founded, the research goals are clear, the research content is specific, the research methods and technical routes are reasonable and feasible, new scientific discoveries can be obtained or important progress can be made in the near future, and the research results will have significant social, environmental and economic impacts. benefit.
4. The unit you work for has good research conditions and necessary research equipment, and the budget is reasonable;
5. The application procedures are complete and the required materials are complete;
6. For unfunded application projects, the original application content should be substantially modified before re-applying. Article 6 Applicant conditions:
1. Applicants with intermediate professional and technical titles and under the age of 35 (inclusive);
2. Possessing a doctorate, master's degree or senior Professional title, those who are no more than 40 years old (graduate students are not allowed to apply);
3. Have organizational leadership with young people as the main body of the project team (the number of members under the age of 40 shall not be less than two-thirds of the total number of people) One-third) The ability to carry out research work and a reliable time guarantee;
4. Only one successful applicant for each project is allowed. Each applicant can only apply for one application per year, but is allowed to participate in research on other application projects at the same time. Chapter 3 Application Procedure Article 7 Applicants must truthfully fill out the "State Oceanic Administration Youth Marine Science Fund Application Form" in the prescribed format. Members of the project team should sign the application letter. Article 8: The academic committee of the applicant's unit should conduct a comprehensive review and sign specific opinions on the scientific significance, research characteristics and innovations, feasibility of research methods and technical routes, etc. of the research project. Article 9: The applicant’s unit should be responsible for strictly reviewing the unit’s application projects and conscientiously recommending them. Article 10: The applicant’s unit shall submit the unit’s application letter (in quadruplicate) to the Science and Technology Department of the State Oceanic Administration on time in accordance with the provisions of the Fund’s annual declaration notice. Each application shall pay an evaluation fee of 100 yuan. Chapter 4 Project Review Article 11 The fund reviews and selects funding projects in accordance with the "State Oceanic Administration Youth Marine Science Fund Project Review Methods (Trial)" and in accordance with the principles of relying on experts, promoting democracy, merit-based support, and being fair and reasonable. Article 12 The review of fund projects shall be conducted according to the procedures of preliminary review, peer review, expert review team review, comprehensive balance by the Science and Technology Department of the bureau, and approval by the bureau leader. Article 13: Projects that pass the preliminary review will be reviewed in writing by three experts, and the "State Oceanic Administration Youth Marine Science Fund Project Peer Review Opinion Form" will be filled out. Article 14 The fund expert review team is composed of scientists with deep academic attainments, broad knowledge, democratic style, and impartiality. Based on the merit-based support conditions and funding control indicators, the fund expert review team proposes funding projects and funding amounts based on peer review. It is recommended to fill in the "Expert Review Opinions of the National Oceanic Administration Youth Marine Science Fund Project". The members of the expert group do not represent their units and should participate in the review work in a scientific and fair manner. The expert review team implements a term system, with each term lasting two years. Article 15 Based on the review results, the Department of Science and Technology is responsible for issuing the annual "Notice of Review Results of the National Oceanic Administration Youth Marine Science Fund Application Project" to the applicant's unit, and issuing the "State Oceanic Administration Youth Marine Science Fund Project Approval Notice" to the applicant. ”, “State Oceanic Administration Youth Marine Science Fund Project Approval Opinion Form” or “State Oceanic Administration Youth Marine Science Fund Project Application Notification Not Funded”. Chapter 5 Implementation and Management Article 16 Recipients of funding must fill in the "Research Plan for Projects Funded by the National Oceanic Administration Youth Marine Science Fund" in accordance with regulations and submit it to the Science and Technology Department on time. The recipient of the grant must implement the research project according to the content of the project research plan and be fully responsible for the plan implementation, fund use and conclusion of the fund-funded project. When the project has been implemented for one year, the "Annual Progress Report of Projects Funded by the National Oceanic Administration Youth Marine Science Fund" should be submitted to the Department of Science and Technology. After the two-year project implementation period is over, the project must be completed in accordance with regulations and the "State Oceanic Administration Youth Marine Science Fund Funded Project Final Report" must be completed, and the review and acceptance opinions must be signed by the unit where the project is implemented. Submit a final report, research papers and other results to the Department of Science and Technology within 6 months after the completion of the project.
