Article 1 In order to strengthen the management of compensation funds for forest ecological benefits at the provincial level, promote the protection and management of public welfare forests at or above the provincial level, and maintain ecological security, these measures are formulated in accordance with the Regulations on the Administration of Ecological Public Welfare Forests in Jiangsu Province, the Measures for the Administration of Provincial Financial Special Funds in Jiangsu Province (Decree No.63 of the provincial government) and relevant financial rules and regulations.
Article 2 The provincial forest ecological benefit compensation funds mentioned in these Measures (hereinafter referred to as provincial compensation funds) refer to the special subsidy funds set up by the provincial finance and incorporated into the provincial budget management for replanting, tending, protection and management of public welfare forests above the provincial level (including the national level).
Article 3 The municipal and county financial departments shall set up corresponding compensation funds for forest ecological benefits with reference to these Measures as subsidy funds for the construction, replanting, tending, protection and management of public welfare forests at the municipal and county levels.
Article 4 The scope of provincial compensation funds shall be public welfare forest land approved by the state and the province at or above the provincial level.
Fifth provincial compensation funds by the Provincial Department of Finance, * * * Forestry Bureau with the management, the division of responsibilities for:
(a) the Provincial Department of Finance is responsible for:
1. Budget arrangement of provincial compensation funds;
2. Fund allocation and use management;

(two) the Provincial Forestry Bureau is responsible for:
1. Review and summarize the area and dynamic changes of public welfare forests declared by cities and counties at or above the provincial level;
2 according to the provincial financial budget and the area of public welfare forest above the provincial level, formulate the annual allocation plan of provincial compensation funds;
3. Supervise and inspect the implementation of the project;
4. The specific organization to carry out budget performance management.
City and county finance and forestry authorities should combine the actual situation of local public welfare forest management to clarify their respective responsibilities.
Chapter II Subsidy Standards and Targets
Article 6 The subsidy standard of provincial compensation funds shall be determined by the current year's budget according to the provincial financial resources, and shall not be lower than the subsidy standard of the previous year in principle. If the compensation standard for national key public welfare forests arranged by the central government is lower than the provincial compensation standard, the insufficient part shall be made up by the provincial finance.
Seventh provincial compensation fund subsidies, according to the ownership of forest rights, business management subject to determine:
State-owned forest farms, nurseries and other public welfare forests managed by state-owned enterprises and institutions at or above the provincial level shall be subsidized by the corresponding state-owned units (hereinafter referred to as state-owned units);
Public welfare forests owned or managed by collectives at or above the provincial level are subsidized by corresponding townships (towns), village collectives, collective forest farms and other units;
Other public welfare forests at or above the provincial level have contracts, which shall be implemented according to the contract; If there is no contract, the county-level finance and forestry authorities shall put forward the protection and management plan of public welfare forest according to the local actual situation and report it to the people's government at the same level for approval.
Eighth provincial compensation funds expenditure range:
(1) The expenditure scope of provincial compensation funds for public welfare forests in state-owned units includes: labor expenditure of forest rangers, expenditure on tending, replanting, forest fire prevention and forest pest control of public welfare forests, expenditure on infrastructure and equipment related to public welfare forest management, administrative expenditure on establishment, inspection and acceptance of public welfare forest management files, self-supporting or balanced allocation of state-owned forest farms and nurseries, labor expenditure of employees participating in public welfare forest management, and other expenditures related to public welfare forest management.
(two) the provincial compensation funds for collectively owned or managed public welfare forests are compensatory expenditures for the management and protection of public welfare forests at or above the provincial level.
Article 9 State-owned units such as state-owned forest farms shall, according to the annual management and protection tasks of public welfare forests and the expenditure scope specified in the first paragraph of Article 8, prepare the annual implementation plan of provincial compensation fund projects. The implementation plan shall include the project implementation content and expenditure budget related to the management and protection of public welfare forests. The implementation plan shall be submitted to the local municipal and county forestry authorities for examination and approval before implementation, and reported to the finance department at the same level for the record. Provincial compensation fund project implementation plan should be submitted to the Provincial Forestry Bureau for review and filing.
Tenth people's governments at the county and township levels can explore the establishment of public welfare forest management organizations and other forms to implement unified management and pilot projects for public welfare forests owned by collectives at or above the provincial level and public welfare forests invested or operated by individuals at or above the provincial level within their respective administrative areas. Unified management and protection of public welfare forests at or above the provincial level within their respective administrative areas shall obtain the consent of the owners or operators of public welfare forests in advance, and sign an entrusted management and protection agreement to stipulate the responsibility and share of management and protection expenditure.
Eleventh of the state-owned and collectively owned key public welfare forest management at or above the provincial level, all localities can gradually explore the way to purchase services through the government.
Chapter III Appropriation and Management of Funds
Article 12 The municipal and county forestry authorities shall, jointly with the financial department, verify the dynamic changes of public welfare forests at or above the provincial level within their respective administrative areas, and submit the relevant information in writing to the Provincial Forestry Bureau and the Provincial Department of Finance before 30 February each year. The written report specifically includes the current situation and dynamic changes of public welfare forests at or above the provincial level, the management and protection of public welfare forests, and the use and management of compensation funds in the current year. , and submit the relevant information table (see Annex 1 for the format).
Thirteenth Provincial Department of Finance in conjunction with the Provincial Forestry Bureau, according to the dynamic changes of public welfare forests above the provincial level and the subsidy standards of the year, the provincial compensation funds will reach cities and counties.
Fourteenth city and county financial departments shall implement special management of provincial compensation funds, accounting separately, and directly allocate subsidies to state-owned units such as townships (towns) and state-owned forest farms within 2 months after the provincial compensation funds are issued.
Article 15 The competent forestry authorities at the county level shall sign a management and protection contract for public welfare forests at or above the provincial level with the township (town) people's government and state-owned units that bear the responsibility for the management and protection of public welfare forests within their respective administrative areas (the first-level management and protection contract, the style of which is attached); The township (town) people's government and state-owned units that undertake the responsibility of public welfare forest management and protection shall sign a public welfare forest management and protection contract (secondary management and protection contract, the specific content of which shall be stipulated by the county-level forestry and financial departments) with the collective economic organizations or other units (organizations) and management personnel that undertake the management and protection tasks, and report to the county-level forestry authorities for the record.
Sixteenth financial departments at all levels shall establish provincial compensation fund allocation, use and management files; The competent forestry authorities at all levels shall establish archives for the management of public welfare forests at or above the provincial level, and the contents of the archives shall include: materials (including charts) reflecting the current situation of public welfare forests at or above the provincial level within their respective administrative areas, information on the dynamic changes of public welfare forests, management contracts and other documents and materials related to the management of public welfare forests.
Article 17 The township (town) people's government and state-owned units responsible for the management and protection of public welfare forests shall allocate the management and protection expenses of public welfare forests to the collective economic organizations, units or managers who undertake the management and protection tasks. Among them, the labor expenditure allocated to individuals shall be paid directly to individuals by establishing a card in a financial institution, and a labor expenditure allocation ledger and related files shall be established.
Article 18 Township (town) people's governments and state-owned units responsible for the management and protection of public welfare forests shall establish management and protection expenditure payment ledgers and public welfare forest management files, and establish and improve relevant management systems.
Chapter IV Performance Management and Inspection and Supervision
Article 19 According to the Measures for the Performance Management of Special Financial Funds in Jiangsu Province (Su Caigui [2065438+00] No.36), the municipal and county departments in charge of finance and forestry shall establish a performance appraisal system and do a good job in the compilation, tracking and evaluation of performance targets. The results of performance evaluation shall be publicly released or publicized within a certain range in accordance with the relevant provisions of government information disclosure and subject to public supervision.
Twentieth Provincial Department of Finance and Provincial Forestry Bureau shall, on the basis of the performance evaluation of cities and counties, organize the overall performance evaluation of provincial compensation funds. The results of performance evaluation serve as an important basis for next year's budget allocation and annual budget adjustment.
Twenty-first provincial compensation fund management should be open and transparent, and take the initiative to accept the supervision and inspection of finance, forestry, auditing and other departments. The competent departments of finance and forestry at all levels should strengthen the supervision, inspection and tracking management of the use of provincial compensation funds.
Article 22 Forestry and financial departments at all levels shall, in accordance with the relevant provisions on the management of public welfare forests, strengthen the dynamic monitoring and management of public welfare forests at or above the provincial level, conduct a comprehensive inspection of the management and protection of key public welfare forests in the previous year, the growth and decline of forest resources, the requisition and occupation of forest land, the occurrence and control of forest fires and forest diseases and insect pests, and the use and management of compensation funds, and promptly order rectification when problems are found.
Twenty-third Provincial Department of Finance and Provincial Forestry Bureau will conduct special supervision and inspection on the use and management of provincial compensation funds, and conduct spot checks on the supervision and management of municipal and county finance and forestry departments. Violation of these measures in supervision, inspection and spot checks will be dealt with in accordance with the Measures for the Administration of Provincial Financial Special Funds in Jiangsu Province (Decree No.63 of the provincial government), the Measures for Financial Supervision in Jiangsu Province (Decree No.32 of the provincial government) and relevant laws and regulations.
Chapter V Supplementary Provisions
Twenty-fourth cities and counties in accordance with the provisions of these measures combined with local conditions, formulate specific implementation plans.

Article 26 These Measures shall be implemented as of June 1 year. The Measures for the Administration of Forest Ecological Benefit Compensation Fund in Jiangsu Province issued by the Provincial Department of Finance and the Provincial Forestry Bureau (Su Cainong [2007] No.299 and Ji [2007] No.94) shall be abolished at the same time.
