Fund managers can buy government bonds. If investors want to see if the fund manager has bought government bonds in the fund he bought, they can check it in the fund position. If there are investment bonds in the fund position, then the fund manager may have bought the national debt, but he can't see the detailed proportion of the national debt.
For stock funds, due to the limitation of positions, most of the funds will be used to buy stocks, and only a small part will be used to buy government bonds.
