Article 3 Establish a "green channel" for the introduction of outstanding talents. Those who meet one of the following conditions can go through the import formalities quickly when they come to work in Beijing:
(a) "Thousand Talents Program" and "Sea Gathering Program" were selected as experts in China;
(2) Zhongguancun "ten thousand people plan", "innovation plan" and "high density project" selected personnel;
(three) the winner of the highest national science and technology award, the second prize of the National Natural Science Award and above, the main winner of the National Technological Invention Award and the National Science and Technology Progress Award, and the main winner of the first prize of the Municipal Science and Technology Award and above.
Article 4 Support excellent innovation and entrepreneurship teams to introduce talents:
(a) in Beijing to undertake national and municipal major scientific and technological projects, major scientific and technological infrastructure, major engineering projects and other tasks or other important scientific and technological innovation of outstanding talent team, its leaders can handle the introduction of talents; Recommended by two national or municipal major talent projects, outstanding talent team members can apply for talent introduction;
(2) The main founders and core partners of innovation and entrepreneurship teams who have invested more than 50 million yuan (inclusive) or obtained cash financing with equity of more than 70 million yuan (inclusive) in recent three years, and their own investment or financing funds are in place and the operation effect is good, can apply for talent introduction;
Innovative and entrepreneurial teams that have invested more than 6,543.8 billion yuan (inclusive) in the past three years or have accumulated more than 6,543.8 billion yuan (inclusive) in equity cash financing in the past three years, with their own investment and financing funds in place and good operation results, are recommended by two main founders or core partners, and their team members can apply for talent introduction;
(3) Selected personnel who have made outstanding achievements in innovation and entrepreneurship in key talent projects implemented by municipal districts (including economic and technological development zones), group companies and other corresponding units may apply for talent introduction.
Fifth increase the introduction of scientific and technological innovation talents and scientific and technological innovation service talents, and those who meet one of the following conditions may apply for talent introduction:
(1) The inventor of the "China Patent Gold Award" winning patent, the independent inventor who has obtained more than 3 (inclusive) invention patents, and the main inventor who has obtained more than 6 (inclusive) invention patents as the second author and above, whose patents have been transformed in Beijing and achieved remarkable economic and social benefits;
(2) Undertaking the important work of scientific and technological innovation subjects such as high-tech enterprises, innovative headquarters enterprises and new R&D institutions within the administrative area of this Municipality, and the taxable income in recent three years has exceeded a certain multiple of the average salary of employees in the whole city in the previous year (8 times for enterprises registered in six districts of this Municipality and Beijing Economic and Technological Development Zone, and 6 times for enterprises registered in other areas of this Municipality);
(three) to undertake important work in intellectual property service institutions, financial institutions, human resources service institutions, law firms, accounting firms, audit firms and other scientific and technological innovation service institutions. Within the administrative area of this Municipality, and the taxable income in the last three years exceeds a certain multiple of the average wage of employees in the whole city in the previous year (20 times for institutions registered in six districts of this Municipality and Beijing Economic and Technological Development Zone, and 15 times for those registered in other areas of this Municipality);
(four) the young talent innovation practice base in this Municipality shall be employed by the pit stop unit after leaving the station.

Article 9 To strengthen the introduction of financial talents, those who meet one of the following conditions may apply for talent introduction:
(1) The fund managers and the funds they manage are all established and put on record in Beijing, with paid-in capital exceeding 654.38 billion yuan in recent three years and actual investment exceeding 50 million yuan in high-tech industries in this city, and their legal representatives, general managers, partners, representatives appointed by partners and other senior managers have served for three years;
(2) The fund managers and the funds they manage are all established and put on record in Beijing, with paid-in capital of more than 300 million yuan in the last three years and actual investment of more than 500 million yuan in high-tech industries in this city, and their legal representatives, general managers, partners, representatives appointed by partners and other senior managers have served for three years;
(3) Senior managers and core business backbones with outstanding contributions employed by financial holding groups, licensed financial institutions, financial infrastructure platforms and financial organizations established in Beijing.
