Chapter 1 General Provisions Article 1 In order to adapt to the development of contemporary basic research and applied basic research in natural sciences (hereinafter referred to as basic research), in accordance with the needs of my country’s economic construction and the trend of scientific development, the country has In a guiding manner, it supports scientists’ self-selected topics and key discipline development topics in basic research, while also deploying major and key national basic research projects (hereinafter referred to as major basic research projects). Article 2: Major basic research projects are important projects in basic research that have overall significance and impetus for the development of the country and the progress of science and technology, are relatively mature, and require organized and planned implementation by the state. Major basic research project plans are an important part of the national basic research plan. After full demonstration by scientists, the country promotes implementation in a directive manner. Article 3 Major basic research projects are hosted by the National Science and Technology Commission and selected in conjunction with the State Education Commission, the Chinese Academy of Sciences, the National Natural Science Foundation of China and relevant ministries and commissions. Article 4 The implementation and management of major basic research projects shall be the responsibility of the State Science and Technology Commission and entrusted to relevant ministries and commissions (hereinafter referred to as the project implementing ministries and commissions). Article 5 Scientific researchers and managers participating in major basic research projects must establish a style of truth-seeking, dedication, fairness, collaboration, and innovation, and adhere to scientific and democratic decision-making, expert review, multi-party consultation, and merit-based support. Chapter 2 Project Management Organization Article 6 The National Science and Technology Commission is responsible for the overall organization and coordination of major basic research projects. Its main responsibilities are:
1. Organize and prepare plans and plans for major basic research projects;
2. Develop management methods and relevant rules and regulations for major basic research projects;
3. Negotiate to determine the implementing ministries and commissions of major basic research projects;
4. Approve the expert committees for major basic research projects established by the project implementing ministries and commissions, select chief scientists, and review the overall project plan;
5. Determine the total funding for each major basic research project and approve the allocation annually;
6. Assist project implementing ministries and commissions in organizing international exchanges, international cooperation and overseas training for major basic research projects;
7. Supervise and inspect the implementation of major basic research projects and evaluate the work of chief scientists and expert committees;
8. Organize the review and appraisal of the results of major basic research projects and promote the application of stage results;
9. Responsible for the editing and publishing of major basic research project briefings, annual reports, etc. Article 7: Project implementation ministries and commissions are entrusted by the State Science and Technology Commission to designate functional departments and bureaus to be responsible for the organization and management of major basic research projects. Its main responsibilities are:
1. Incorporate major basic research projects entrusted to be implemented into key scientific research plans or special projects of this ministry;
2. Establish expert committees for major basic research projects, select chief scientists, and submit them to the National Science and Technology Commission for approval;
3. Responsible for reviewing the overall plans and project plans of major basic research projects formulated by the expert committee and submitting them to the National Science and Technology Commission for approval;
4. Review the project leaders and main undertaking units of major basic research projects proposed by the expert committee, and be responsible for reviewing the specific organization of the bidding;
5. Review the annual research plan and fund allocation plan formulated by the expert committee, and be responsible for fund allocation and other management work;
6. Supervise and help implement necessary administrative and logistical support conditions to ensure the smooth progress of major basic research projects;
7. Responsible for supervising and regularly inspecting the implementation of major basic research projects, and reviewing and approving the subject rolling and adjustment opinions proposed by the expert committee during the implementation of the plan;
8. According to the entrustment of the National Science and Technology Commission, organize the review and appraisal of the results of major basic research projects;
9. When a major basic research project is entrusted to two or more ministries and commissions to jointly organize and implement it, the major basic research projects undertaken by each ministry should be included in the scientific research plan or special project of the ministry; the first implementing ministry of the project should be responsible Negotiations between ministries and commissions, if ministries and commissions have disputes over specific issues regarding project implementation, will be adjudicated by the National Science and Technology Commission. Chapter 3 Expert Committee and Chief Scientist Article 8 The academic organization work of major basic research projects shall be presided over by the expert committee, and the chief scientist responsibility system shall be implemented. Article 9: The expert committee for major basic research projects shall be organized by the project implementing ministries and commissions, and the chief scientist shall be proposed by the project implementing ministries and commissions and appointed by the National Science and Technology Commission.
The expert committee should be composed of the main representative outstanding experts recognized by the scientific and technological community who are engaged in the research of this project and a management expert. The expert committee generally consists of 5-7 people, and can be increased to 9 people under special circumstances. Members of the expert committee may not necessarily be directly responsible for the project.
The term of the chief scientist and expert committee is generally tentatively set at three years and can be appointed continuously. Before the expiration of the term, the National Science and Technology Commission, together with the project implementing ministries and commissions, will invite representatives from relevant units and experts who are not participating in the project to conduct a review, and decide to re-appoint or partially adjust the chief scientist and expert committee members based on the specific conditions of project implementation and review opinions.
When necessary, reputable veteran scientists can be hired to serve as consultants for major basic research projects. The consultant's duty is to attend expert committee meetings and make suggestions on the overall plan and research plan of the project. Consultants do not participate in the specific management of the project.
