Brief introduction of lottery public welfare fund
Lottery public welfare fund refers to one of the forms of non-tax revenue of the government, which refers to the net income obtained by issuing lottery tickets in accordance with state regulations after deducting bonuses and issuing funds. Relevant documents include the Measures for the Administration of Lottery Public Welfare Funds issued on June 25th, 2007. The lottery public welfare fund comes from lottery sales revenue and overdue bonuses, raising 20 18 * * * 13387498 yuan.
According to the "measures for the administration of government funds", it is included in the budget, and two lines of revenue and expenditure are managed for special purposes. The balance is carried forward to the next year and is not used to balance the general budget. The lottery public welfare fund is distributed between the central and local governments according to the ratio of 50% to 50%, and the lottery institutions of all provinces, autonomous regions and municipalities directly under the central government are turned over to the central finance and provincial finance respectively.
In 2007, the Ministry of Finance issued the Measures for the Administration of Lottery Public Welfare Funds on June 25th, 2007. In order to standardize and strengthen the management of the collection, distribution and use of lottery public welfare funds, and establish and improve the supervision mechanism of lottery public welfare funds, these measures are formulated in accordance with the relevant provisions of the State Council. Lottery public welfare fund is extracted from the lottery issuance income according to the prescribed proportion, and is earmarked for social welfare, sports and other social welfare undertakings.
