1 Scope 1. 1 In order to implement the policy of "safety first, prevention first" and ensure the realization of the safety goal of Longteng Company's engineering construction, this system is specially formulated. 1.2 this system adopts the method of risk of mortgage to establish the risk mechanism for the first person in charge of safety, members of management team, section chief of safety (supervision) inspection and other personnel who have great responsibilities in safety management of all participating units. 1.3 this system aims to implement the risk mechanism, restraint mechanism and education mechanism of safety management, and implement the safety responsibility system of personnel at all levels through rewards and punishments. 1.4 This system is applicable to the management and assessment of the safety risk reward fund for the engineering construction project of Longteng Company. 2. Normative reference documents: Regulations on Safety Management of Electric Power Construction (1995- 1 1), Regulations on Work Safety (2000-5- 1) and Regulations on Rewards and Punishment of Work Safety. 3. Management content 3. 1 Composition of risk reward fund: 3. 1. 1 Longteng Company and all construction units jointly raise funds. 3. 1.2 All kinds of illegal fines and accident deductions in the construction process. 3. 1.3 mortgage security risks delivered by the first responsible person of the construction unit, the management leading group and the safety (supervision) inspection section chief. 3.2 The payment standard of mortgage safety risk shall be decided by a special meeting. 3.3 The security risk reward fund shall be managed by a special account set up by the finance department of Longteng Company, and controlled and used by the Project Construction Committee. 3.4 Scope of application: 3.4. 1 The first person responsible for safety of the construction unit, the management leading group and the safety inspection section chief; 3.4.2 Those that need to be included after discussion and decision by the Construction Committee. 3.5 Prerequisites for safety risk award: 3.5. 1 No fatal accident; 3.5.2 No major fire accident occurred; 3.5.3 No major construction machinery damage accident occurred; 3.5.4 No major traffic accidents occurred; 3.5.5 No major collapse accident and major collapse (collapse) accident occurred; 3.5.6 The ratio between the actual total score and the standard score of monthly safety risk reward assessment is greater than 70%. 3.6 The safety inspection and evaluation shall be organized by the office of the safety committee of the construction project, and the office shall submit the evaluation results to the safety committee for discussion and approval. 3.7 Assessment principle: 3.7. 1 After quarterly assessment, individuals who meet the necessary conditions for reward will be rewarded according to 25% of the mortgage risk; If a minor injury accident occurs and meets other necessary conditions, the reward will be halved according to the above standards; 3.7.2 In case of two or more minor injuries, deduct 15% of the mortgage risk and supplement the mortgage risk; 3.7.3 In case of serious injury accident, general mechanical accident and general traffic accident, deduct 25% of the personal risk of the mortgagor and supplement the mortgage risk; 3.7.4 Where a personal death, a major fire, a major mechanical damage accident, a major traffic accident and two serious injuries occur, all mortgage risks of the corresponding construction unit personnel shall be deducted and supplemented; 3.7.5 If the score of safety risk reward assessment for one month every quarter is less than 70%, no reward will be given. 4. Assessment method of safety risk reward 4. 1 The basis of assessment and appraisal is the Safety Risk Reward Assessment Form formulated by the construction unit with reference to the Safety Construction Management Checklist of Electric Power Construction (see attached table). 4.2 The safety risk reward shall be conducted by means of weekly inspection, monthly appraisal and quarterly reward. 4.2. 1 week inspection: according to the on-site inspection, confirm the assessment items at the weekly safety meeting. 4.2.2 Monthly assessment: According to the items listed in the "Safety Risk Assessment Form" and the weekly inspection results, the corresponding construction units will be assessed at the monthly safety meeting. 4.2.3 Quarterly reward: According to the monthly assessment of this quarter and the above principles, the relevant construction units are evaluated for safety risk reward, and an evaluation plan is put forward and submitted to the Safety Committee for approval. 4.3 After all the projects within the responsibility scope of each construction unit are completed, a final ruling will be made, and the risk balance of mortgage will be returned in full. 5 Supplementary Provisions 5. 1 This system shall be interpreted by the Engineering Construction Project Safety Committee of Longteng Company. 5.2 This system shall be implemented as of the date of promulgation. 5.3 The Engineering Construction Safety Committee of Longteng Company assesses all the behaviors of the construction units that violate this system, and the assessment management department of the company inspects and assesses the responsible department of the company.
