On the afternoon of February 17, the Information Office of the provincial government held a press conference to introduce the medical security situation of epidemic prevention and control in COVID-19.
In order to thoroughly implement the decision-making arrangements made by the CPC Central Committee and the State Council on strengthening the scientific prevention and control of epidemic situation and doing well the work of enterprises' resumption of work and production in an orderly manner, according to the work requirements of the provincial party committee and government, on February 16, the Provincial Medical Insurance Bureau, the Provincial Science and Technology Department, the Provincial Department of Finance, the Provincial Health and Wellness Committee and the Provincial Drug Administration jointly issued the Notice on Medical Insurance Supporting Enterprises' Resumption of Work and Production during the Prevention and Control of Epidemic Situation, and issued five medical insurance policies and measures to support enterprises to resume work and production.
_ First, support enterprises in our province to actively produce pharmaceutical products needed for epidemic prevention and control. The drugs determined by the COVID-19 diagnosis and treatment plan of the National Health and Wellness Committee and the drugs and treatment items necessary for clinical diagnosis and treatment in COVID-19 are temporarily included in the payment scope of the medical insurance fund, and enterprises are encouraged to produce drugs, reagents, consumables, equipment and other products needed for diagnosis and treatment in COVID-19.
_ The second is to support the innovative research and development of new products of pharmaceutical enterprises. Innovative drugs for chemical drugs, innovative drugs for traditional Chinese medicine and innovative drugs for biological products produced by enterprises in our province, as well as diagnosis and treatment projects that use newly developed medical reagents, consumables and equipment and have achieved obvious clinical effects, can be temporarily included in the scope of medical insurance fund payment after expert review.
_ Third, help solve the cash flow difficulties of pharmaceutical enterprises. On the basis of prepaying the medical insurance fund for the designated medical institutions, the medical insurance fund of 1 month will be prepaid to the medical institutions specified in the medical insurance agreement, which will be used to pay the medical payment for pharmaceutical production and circulation enterprises, solve the cash flow difficulties of enterprises, and support pharmaceutical enterprises to resume production and expand production. At the same time, it is stipulated that cities that implement virtual personal accounts can prepay 1 month medical insurance fund to large chain pharmacies for purchasing drugs and protective supplies, so as to improve their purchasing and supply support capabilities.
_ Fourth, implement the policy of delaying payment of medical insurance premiums for small and medium-sized enterprises in difficulty. For small and medium-sized enterprises affected by the epidemic, which have temporary difficulties in production and operation and are unable to pay their employees' medical and maternity insurance premiums in full, they may apply for deferring their medical and maternity insurance premiums for a maximum of six months. During the holdover period, the enterprise's late payment fee will be exempted, and the treatment of employees will not be affected. This policy has been implemented since February 12, and the application period is tentatively set at 3 months.
_ The fifth is to open a green channel for medical insurance handling services for enterprises that have resumed work and production. We will implement "online office" and "handheld office" for newly opened and resumed enterprises, such as medical insurance registration, new employees' insurance, medical insurance payment, medical insurance relationship transfer and connection, and medical referral in different places, and encourage enterprises to submit application materials by fax, mail, e-mail, etc. Affected by the epidemic, employees' insurance registration, payment declaration and other businesses are overdue, and the time limit for collection and annual base declaration is appropriately extended to ensure the continuity of enterprise employees' treatment.
