1. Procedures for handling the endowment insurance for urban and rural residents

(4) The district/county agency shall submit the electronic prepayment data collected by the whole district to the bank for deduction before the 18th of each month. And before the 2th of each month, we will import the successful information of electronic deduction from the bank into the urban and rural residents' endowment insurance information system, and import the failed information of electronic deduction into the urban and rural residents' endowment insurance prepayment information system.

V. Conditions for enjoying the old-age insurance benefits for urban and rural residents on a monthly basis

VI. Old-age insurance benefits for urban and rural residents

(1) The monthly old-age insurance benefits for urban and rural residents consist of personal account pension and basic pension.

2. When they meet the requirements of receiving pension insurance benefits on a monthly basis, they will pay pension insurance benefits to urban and rural residents in the next month when they reach the age of one, and dial the pension insurance benefits they should receive into their special passbook before the 15th of each month.

3. For those who do not meet the requirements of receiving monthly pension insurance benefits when they reach the age of receiving, and do not choose to continue to pay insurance premiums on an annual basis, the one-time pension benefits will be transferred to their special passbook.

(4) The district/county agency shall, before the end of each month, prepare the plan for the use of the endowment insurance fund for urban and rural residents in the next month according to the situation of receiving endowment insurance benefits, liquidation and transfer, and report it to the district/county finance department. The financial departments of districts and counties shall, in accordance with the plan for the use of the endowment insurance fund for urban and rural residents prepared by the agencies of the districts and counties, allocate the funds in place before the 1th of the next month to ensure the timely and full payment of the endowment insurance benefits for urban and rural residents.

(5) District and county agencies should compare the data of recipients of urban and rural residents' old-age insurance information system with the social insurance information system database, the living allowance database of those who have lost their land for construction, the public medical information system database, and the old-age security database every month, so as to know that those who have participated in urban and rural residents' old-age insurance can enjoy retirement fees, resignation fees, basic old-age insurance benefits, regular treatment of work-related injury insurance, pensions for the immediate family members of those who have died, living allowances for those who have lost their land for construction, and the elderly.

VIII. Transfer of Endowment Insurance Relationship

(1) If the registered permanent residence of the insured person moves to another place, I shall apply for it, and the agency that moves out of the county will transfer its insurance relationship together with the principal and interest of the insurance premium paid to the social insurance agency where it moves in. If the social endowment insurance system has not been established in the place of immigration, all the funds in the personal account of the insured person will be returned to the insured person at one time.

(2) If the registered permanent residence of the insured person moves between districts and counties in this city, I will apply, and the agency that moves out of the district and county will transfer its insurance relationship together with the principal and interest of the insurance premium paid to the agency where it moves in, and continue to pay the insurance premium in the place where it moves in, enjoying the old-age insurance benefits for urban and rural residents. If the registered permanent residence of the insured person moves in the county, only the insurance relationship will be transferred.

(3) If a person who has received the old-age insurance benefits for urban and rural residents moves between districts and counties in this city, the insurance relationship will no longer be transferred, and the old-age insurance benefits for urban and rural residents will continue to be issued by the districts and counties where the original accounts are located.

IX. Cohesion of insurance systems

(1) On the day when the Measures for Urban and Rural Residents' Endowment Insurance came into effect, those who have received pensions in accordance with the provisions of the new rural social endowment insurance system will continue to receive pensions according to the pension standards determined at the time of receipt. In case of adjustment of basic pension benefits, the basic pension will be paid according to the adjusted treatment standard.

(2) Those who have participated in the new rural social endowment insurance and have not reached the age of receiving it should participate in the old-age insurance for urban and rural residents and continue to pay the fees. The funds in their personal accounts for the new rural social endowment insurance are merged into their personal accounts for urban and rural residents, and the payment period for the new rural social endowment insurance is counted as the payment period for the old-age insurance for urban and rural residents.

Before the implementation of the Measures for Endowment Insurance for Urban and Rural Residents, if the personal account pension paid by them in the expected month reaches the rural minimum living security standard in January 28, they are not bound by the payment period and enjoy the basic pension when they reach the age of receiving; If the personal account pension received in the expected month of insurance premium payment does not meet the minimum living standard in rural areas in January 28, it shall continue to pay the insurance premium on an annual basis in accordance with the provisions of the Measures for Endowment Insurance for Urban and Rural Residents.

(3) If a person who has payment records in both urban and rural residents' endowment insurance and basic endowment insurance meets the requirements of receiving basic endowment insurance on a monthly basis when he reaches retirement age, he/she will apply to the social security office where his/her household registration is located, transfer his/her personal account funds in urban and rural residents' insurance to basic endowment insurance, and convert urban and rural residents' insurance premiums into the payment period of basic endowment insurance according to the following provisions, and at the same time, count the converted funds into the personal account and overall fund of basic endowment insurance respectively.

1. The insurance premium paid before 1992 (including 1992) is converted into the payment period of the basic old-age insurance according to the minimum payment base of the basic old-age insurance in 1992 (6% of the average social wage in the previous year) and the payment proportion, and the maximum payment period is 3 months, and the converted payment period is actually converted.

2. (4) If a person who has payment records in both urban and rural old-age insurance and basic old-age insurance does not meet the requirements for receiving basic old-age insurance on a monthly basis when he reaches retirement age, he/she will apply to the social security agency in the insured area, and after verification by the district and county agency, he/she can transfer the benefits calculated according to the basic old-age insurance regulations to the personal account of urban and rural old-age insurance where his/her account is located, and the payment period of basic old-age insurance for each full year will be regarded as the payment period of urban and rural old-age insurance for one year.
