Second, local heating subsidies are included in pensions. This kind of situation is relatively rare, but in the pension of enterprise retirees in Inner Mongolia Autonomous Region, winter heating subsidies were included in the pension treatment when the reform of pension calculation and payment methods for enterprise retirees was implemented in 2006. The relevant treatment is not high, only a few hundred yuan a year. In addition, retirees in Heilongjiang can enjoy 45 yuan's cold allowance every month, which is not a winter heating allowance, but it is almost paid into the pension.

Third, people who are not within the scope of winter heating subsidies. The scope of winter heating subsidies generally refers to retirees of enterprises and institutions. If they are recipients of old-age insurance for urban and rural residents or unemployed laid-off workers who have not retired, there is no such treatment.
