Main responsibilities:
(1) Implement relevant laws, regulations, rules and policies on national and provincial human resources and social security work ; Draft normative documents for human resources and social security undertakings; formulate city-wide development plans and policies for human resources and social security undertakings and organize implementation, supervision and inspection.
(2) Formulate and organize the implementation of human resources market development plans and human resource mobility policies, establish a unified and standardized human resources market in the city, and promote the rational flow and effective allocation of human resources.
(3) Responsible for promoting employment. Formulate and coordinate urban and rural employment development plans and policies, improve the public employment service system, formulate and organize the implementation of entrepreneurship and employment assistance systems, improve the vocational qualification system, coordinate the establishment of a vocational training system for urban and rural workers, and take the lead in formulating employment plans for college graduates Policies, and work with relevant departments to formulate training and incentive policies for highly skilled talents and rural practical talents.
(4) Coordinate the establishment of a social security system covering both urban and rural areas. Formulate and organize the implementation of city-wide urban and rural social insurance and supplementary insurance policies and standards, implement national and province-wide unified transfer and continuation methods of social insurance relationships, coordinate the formulation of basic pension insurance policies for government agencies, enterprises and institutions, and gradually improve the level of fund coordination. Work with relevant departments to formulate management and supervision measures for social insurance and its supplementary insurance funds, prepare drafts of the city's social insurance fund budget and final accounts, and participate in the formulation of the city's social security fund investment policies.
(5) Responsible for forecasting, early warning and information guidance on employment, unemployment and social insurance funds, formulating response plans, implementing prevention, adjustment and control, maintaining a stable employment situation and the overall balance of social insurance funds; in accordance with the " "Social Insurance Law" and "Work-related Injury Insurance Regulations" guide and supervise the city's employers and social security departments to carry out injury insurance for occupational patients.
(6) Work with relevant departments to formulate policies for the distribution of salary income of personnel in government agencies and public institutions and policies for regulating the distribution of salary income for enterprise employees, and implement welfare and related retirement policies for personnel in government agencies, enterprises and public institutions.
(7) Work with relevant departments to guide the reform of the personnel system of public institutions, formulate management policies for personnel of public institutions and agency workers, formulate management and continuing education policies for professional and technical personnel, and take the lead in deepening the reform of the professional title system, Responsible for the selection and training of high-level professional and technical personnel; responsible for the training and education of various professional and technical personnel; formulating policies to attract foreign (overseas) experts studying abroad to come (return) to Pakistan to work or settle down.
(8) Work with relevant departments to implement resettlement policies and formulate resettlement plans for demobilized military cadres, be responsible for the education and training of demobilized military cadres, organize the formulation of policies for relieving and stabilizing demobilized military cadres in some enterprises, and be responsible for independent career selection for demobilized military cadres Management service work.
(9) Responsible for the comprehensive management of civil servants in administrative agencies, formulating relevant personnel deployment policies and special personnel placement policies, and working with relevant departments to implement the national honor system and government reward system.
(10) Responsible for promoting the transfer of rural labor and the development of the labor economy, organizing and coordinating the orderly transfer and export of rural labor, organizing labor training, and building labor bases. Work with relevant departments to formulate comprehensive policies and plans for labor development and migrant workers' work and promote the implementation of relevant policies, coordinate and resolve key and difficult issues, and safeguard the legitimate rights and interests of migrant workers.
(11) Coordinate the formulation of labor and personnel dispute mediation and arbitration systems and the implementation of labor relations policies, improve the labor relations coordination mechanism, formulate policies to eliminate the illegal use of child labor and special labor protection policies for female workers and underage workers, Organize and implement labor inspections, coordinate workers' rights protection work, investigate and deal with major cases in accordance with the law, coordinate and handle petitions related to human resources and social security; be responsible for supervising the implementation of labor contracts, and urge employers to sign labor contracts in accordance with the law.
(12) Participate in talent management work, comprehensively coordinate and manage the city’s introduction of foreign (overseas) talents and intelligence.
(13) Responsible for relevant administrative approval matters announced by the municipal government.
(14) Undertake other matters assigned by the municipal government.
