The term "voluntary service" as mentioned in these Regulations refers to the public services provided by volunteers, voluntary service organizations and other organizations to the society or others voluntarily and free of charge. Article 3 The people's governments at or above the county level shall incorporate the cause of voluntary service into the national economic and social development plan, and incorporate the funds for the development of voluntary service into the fiscal budget at the same level to guide and support the development of voluntary service. Article 4 Guidance institutions for spiritual civilization construction at or above the county level shall establish a coordination mechanism for voluntary service, strengthen the overall planning, coordination and guidance, supervision and inspection and experience promotion of voluntary service within their respective administrative areas, and incorporate voluntary service into mass spiritual civilization creation activities.
The civil affairs departments of the people's governments at or above the county level are responsible for volunteer registration management, volunteer service organization registration management, volunteer service filing management, volunteer service informatization construction, volunteer service activity norms and guidelines, and investigation of illegal acts related to volunteer service.
Education, science and technology, cultural tourism, health, emergency management, human resources and social security, ecological environment, housing and urban and rural construction, judicial administration and other departments of the people's governments at or above the county level shall be responsible for the relevant work of voluntary service according to their respective responsibilities.
Township people's governments and sub-district offices shall guide and support the voluntary service activities carried out in this area. Article 5 Trade unions, the Communist Youth League, women's federations, associations for science and technology, Federation of Literary and Art Circles, Federation of Social Sciences, Disabled Persons' Federation, Red Cross Society, China Vocational Education Association, charitable organizations and other organizations shall give full play to their respective advantages and do a good job in volunteer service.
Encourage state organs, enterprises and institutions, and grassroots mass autonomous organizations to participate in and support voluntary service activities in various forms.
The whole society should respect the work of voluntary service organizations and volunteers. Encourage citizens to participate in voluntary service activities. Sixth radio, television, newspapers, Internet and other media should carry out voluntary service publicity activities, spread the culture of voluntary service, and create a good public opinion environment for voluntary service. Chapter II Volunteers Article 7 The term "volunteers" as mentioned in these Regulations refers to natural persons who engage in voluntary service with their own time, knowledge, skills and physical strength. Eighth volunteers can register their identity information, service skills, service hours, contact information and other personal basic information through the volunteer service information system designated by the the State Council Municipal Civil Affairs Department or through volunteer service organizations. Article 9 Volunteers shall enjoy the following rights:
(a) Voluntary participation in or withdrawal from voluntary service organizations;
(two) to participate in voluntary service activities that are suitable for their own abilities;
(three) to understand the true, accurate and complete information of volunteer service activities;
(four) to obtain the necessary conditions and guarantees for participating in voluntary service activities;
(five) knowledge and skills training required to participate in voluntary service activities;
(six) free access to my volunteer service record;
(seven) to supervise the work of voluntary service organizations and put forward opinions and suggestions;
(eight) other rights stipulated by laws, regulations and the articles of association of voluntary service organizations. Article 10 Volunteers shall perform the following obligations:
(1) Abiding by laws, regulations and the articles of association of voluntary service organizations;
(two) to maintain the image and reputation of voluntary service;
(three) to provide my true, accurate and complete basic information;
(four) to fulfill the voluntary service commitments or agreements;
(five) when accepting arrangements to participate in voluntary service activities, obey the management of voluntary service organizations;
(6) Respecting the personality, privacy and other rights of volunteers;
(seven) to keep the state secrets, business secrets and personal privacy known in the process of participating in voluntary service activities;
(eight) other obligations stipulated by laws and regulations. Chapter III Voluntary Service Organizations Article 11 The voluntary service organizations mentioned in these Regulations refer to non-profit organizations established according to law for the purpose of providing voluntary services.
Voluntary service organizations can take the form of social organizations, social service institutions, foundations and other organizations according to law. The registration management of voluntary service organizations shall be implemented in accordance with the provisions of relevant laws and administrative regulations. Twelfth voluntary service organizations in accordance with the provisions of the articles of association of China * * * Party organization, the establishment of China * * * Party organization, to carry out party organization activities, to provide the necessary conditions for party organization activities. Thirteenth registered volunteer service organizations shall be identified by the registration administration department in accordance with the provisions.
Organizations that do not have the conditions for independent registration may apply to legally registered voluntary service organizations to become members of their groups in accordance with regulations.
Groups established in urban and rural communities with the consent of grassroots mass autonomous organizations can carry out voluntary service activities in their communities under the guidance of township people's governments and sub-district offices.
