Interim Measures for the Administration of the Collection and Use of Traffic Infrastructure Construction Funds in Guangxi Zhuang Autonomous Region (part of trucks and tractors)
Article 1 These Interim Measures are formulated in order to properly concentrate funds, change the backward situation of highway traffic infrastructure in our region, and promote industrial and agricultural production and economic development in our region. Article 2 The consignor (or his agent) and the unit to which the vehicle transporting the goods by itself belongs are the obligors to pay the traffic infrastructure construction fund. Article 3 The Communications Department of the Autonomous Region is the competent authority to collect funds for the construction of transportation infrastructure; The collection units of transportation fees at all levels are the collection units of transportation infrastructure construction funds for automobiles, non-agricultural tractors and rear three-wheeled motorcycles, the collection units of transportation infrastructure construction funds for agricultural tractors by local, district and county transportation bureaus and traffic management stations, and the collection units of transportation infrastructure construction funds for road freight transport enterprises, individual (joint venture) owners and self-transport vehicle units. Any other unit has no right to levy funds for transportation infrastructure construction of automobiles, motorcycles and tractors. Article 4 All goods shipped and arrived in our region by road transport, goods sent from our region to other provinces (regions), cities, foreign countries, Hong Kong and Macao regions, and goods arriving in our region from these regions shall be paid into the transportation infrastructure construction fund. Article 5 The following vehicles are temporarily exempted from collecting traffic infrastructure construction funds, but when they change the nature of use, participate in commercial transportation, transfer, lend or support other units and individuals, they shall pay the traffic infrastructure construction funds in full according to these Interim Measures:

(a) the party and government organs, people's organizations and schools for their own use (including tractors and motorcycles);

(2) Freight vehicles used by foreign embassies and consulates.

(3) Sprinklers, cleaning vehicles (referring to special garbage trucks and dung trucks) and street lamps of urban construction departments that are only exercised within the scope of this city and county;

(4) Fire engines;

(five) the national budget of China defense expenditure of military vehicles;

(six) special vehicles for road maintenance in highway and urban road maintenance departments (except trucks in engineering offices, teams, companies, factories, yards, stations, institutes and schools engaged in highway and urban road construction);

(seven) the funeral car of the funeral department;

(eight) tractors that are fully engaged in field operations in rural areas;

(9) Mining dump trucks in mines, oil fields and forest farms that are completely off the road, special production vehicles with fixed devices in oil fields and skidding vehicles in forest farms;

(10) Special vehicles that cannot carry goods;

(eleven) coaches specially trained for drivers;

(twelve) special vehicles for inspection by the public security vehicle management department;

(thirteen) vehicles that should be exempted with the approval of the traffic department of the autonomous region;

(14) disaster relief vehicles. Article 6 The collection standard of transportation infrastructure construction fund is 0/0.5 points per ton/km. Article 7 The specialized transportation enterprises in the transportation department, where there is a sound waybill record and statistical management system, and the statistical data can accurately reflect the actual turnover, shall collect the transportation infrastructure construction fund on a monthly basis according to the freight turnover in the statistical report and the standard of 15 cents per ton kilometer, and the collection department shall pay a collection fee of 1% according to the paid amount. Article 8 For transport enterprises, individuals (joint households) and self-transport vehicles, if there is no sound waybill record and statistical system, and the statistical data cannot accurately reflect the actual turnover, the method of charging according to the converted tonnage quota shall be adopted.

(a) the following vehicles, 30 yuan per ton per month:

(1) ordinary trucks;

(2) Special trucks, heavy trucks and large flatbed trucks;

(3) van mainly engaged in cargo transportation

(two) the following vehicles, twenty yuan per ton per month:

(1) trailer towed by car;

(2) large and medium tractors;

(3) Three-wheeled motorcycles after freight transportation.

(three) walking tractors are ten yuan per ton per month.

(four) new cars in the month or temporary use of vehicles, according to the ten-day or daily approved collection.

Ten-day fee is levied at one-third of the monthly fee standard, and the daily fee is levied at one yuan and fifty cents per ton.

(5) The tonnage of the above-mentioned vehicles shall be calculated according to the following provisions:

(1) Cars and trucks shall be taxed according to the approved deadweight tonnage;

(2) Freight passenger and cargo vehicles shall be assessed according to the sum of the approved tonnage and the converted tonnage of passenger seats, and every ten passenger seats shall be converted into one tonnage.

(three) the car trailer is taxed at 30% of its tonnage;

(4) Large flatbed trucks under 20 tons (including 20 tons) shall be assessed according to the deadweight tonnage, and those over 20 tons shall be assessed by half;

(five) the standard tonnage of tractors shall be assessed according to the standard tonnage, and the non-standard tonnage of tractors shall be assessed according to the 20 horsepower engine equivalent to one ton;

(6) The above-mentioned vehicles, if less than half a ton, shall be taxed at half a ton; if more than half a ton is less than one ton, they shall be taxed at one ton. Ninth transportation infrastructure construction fund payment time.

(a) the transportation department of large and medium-sized state-owned automobile transportation enterprises shall pay the transportation infrastructure construction fund of last month before 15 every month;

(two) other vehicles should pay the next month's transportation infrastructure construction fund before the end of each month. Article 10 Units and individuals applying for the collection of transportation infrastructure construction funds shall sign a contract for the collection of road maintenance fees with the collection unit, and the newly-added agricultural tractors of units and individuals who have signed a lump sum payment contract can be converted and paid at the rate of eight or five months per year from the new month, and other newly-added vehicles will be fully collected with the transportation infrastructure construction fund in that year.
