Legal Analysis: It is stipulated in Heilongjiang Province that before September of 15, the Provincial Department of Finance, in conjunction with agriculture, rural areas, development and reform, grain and other relevant departments, will work out the subsidy area and subsidy standards for corn and soybean producers in the current year within the subsidy base period, and after the approval of the provincial government, the subsidy funds will be directly allocated to the city (prefecture), county (city, district) and the provincial land reclamation bureau through the special account of grain risk fund. Municipalities (prefectures), counties (cities, districts) and the Provincial Land Reclamation Bureau shall, after receiving provincial subsidy funds, timely subsidize corn by their financial (financial) departments.

Payment of subsidy funds. 15 years ago, the Provincial Department of Finance, together with the relevant departments of agriculture and rural areas, development and reform, and grain, worked out the subsidy area and subsidy standards for corn and soybean producers in the current year within the subsidy base period. After the approval of the provincial government, the subsidy funds will be directly allocated to the cities (prefectures), counties (cities, districts) and the Provincial Land Reclamation Bureau through the special account of the grain risk fund. Municipalities (prefectures), counties (cities, districts) and the Provincial Land Reclamation Bureau receive provincial subsidy funds, and the financial (financial) department shall timely subsidize corn.
