Third, determine the annual plan. The governments of counties (cities, districts) shall report to the office of the leading group for the old residential areas of the city before the end of August each year the renovation plan for the old residential areas in their respective jurisdictions for the next year. According to the principle of "implementing a batch, planning a batch, and reserving a batch", the office of the leading group of the old residential area of the city organizes relevant departments to review the renovation projects proposed by the governments of counties (cities, districts) and determine the project arrangement for the next year. Fifth, organize the completion acceptance. After the completion of the project construction, the implementer shall timely organize relevant units such as design, supervision and construction, and invite the owners' committee or residents' representatives to participate in the completion acceptance.
Sixth, consolidate the transformation results. After the renovation of old residential areas is completed, the county (city, district) government is responsible for arranging the owners' committees of streets, communities or residential areas to implement management and service responsibilities, giving priority to guiding the owners' committees to independently choose professional property companies or self-management modes to provide residential management services on the basis of improving residents' autonomy; For old communities that have not established special maintenance funds for houses, guide owners to pay special maintenance funds.
