Legal analysis: In order to thoroughly implement the cervical cancer and breast cancer examination projects for rural women, effectively protect the reproductive health of rural women, and assist in the fight against poverty. Legal basis: "Two Cancers Free Screening Policy" 1. Project goals (1) Complete the county's free cervical cancer and breast cancer screening targets for rural women aged 35-64 (hereinafter referred to as "Two Cancers" ), combined with poverty alleviation work, gives priority to women from registered poor households, minimum living allowance households and relocation households for poverty alleviation. (2) The early diagnosis rate of cervical cancer is 90%, and the early diagnosis rate of breast cancer is 60%. (3) The technical level and service quality of medical and health care personnel have been further improved. The training coverage rate of personnel responsible for "two cancer" examinations for rural women has reached more than 95%, and the pass rate of medical personnel's knowledge test has reached more than 85%. (4) Gradually improve rural women's awareness of self-care, so that the awareness rate of "two cancers" prevention and control knowledge among rural women reaches more than 85%. 2. Project scope: Carry out "two cancer" inspections throughout the county. Among them, the cervical cancer plan covers 3,000 cases; the breast cancer plan covers 3,000 cases. Please see Appendix 1 for task allocation details. Preliminary screenings for cervical cancer and breast cancer are completed at the County Maternal and Child Health and Family Planning Service Center (hereinafter referred to as the "County Maternal and Child Planning Center"), and mammography and B-ultrasound examinations are completed at the Tongren Maternal and Child Health Hospital. The People's Hospital completed the histopathological examination. 3. Project execution time limit April to November. 4. Basic Principles of Project Implementation Basic principles: The "two cancer" examination projects for rural women implement the principles of "convenience for the masses", "promotion of the whole village" and "priority in establishing files and cards", and are implemented simultaneously at the project site based on administrative villages. The "two cancer" examinations will give priority to women aged 35-64 from registered poor families, minimum living allowance households and relocation households, and increase the screening rate and coverage of "two cancers". 5. Project Assistance The Women’s Federation Department’s “Two Cancer Assistance for Poor Mothers” project funds (Central Lottery Public Welfare Fund) and the Civil Affairs Department’s Poverty Medical Assistance Fund will provide appropriate assistance. Township health centers (community health service centers) should promptly inform patients who are positive for "two cancers" and they can bring their medical records and relevant treatment information to the relevant departments to apply for assistance. 6. Inspection Items 1. Cervical Cancer Inspection Items (1) Quarterly statistical table of continued cervical cancer inspection items (see Appendix 10 for details). (2) Case registration form for cervical cancer screening projects for rural women. Continuation of cervical cancer screening items: Report histopathological examination results for low-grade lesions (CIN1), high-grade lesions (CIN2 and CIN3), adenocarcinoma in situ (AIS), minimally invasive cancer (squamous cell carcinoma/adenocarcinoma), and invasive cancer (Squamous cell carcinoma/adenocarcinoma) and other malignant tumors case information. 2. Breast cancer examination items (1) Quarterly statistical table of breast cancer examination items for rural women (see Appendix 1 for details). (2) Case registration form for breast cancer screening projects for rural women. Report case information on malignant lesions such as atypical hyperplasia, lobular carcinoma in situ, ductal carcinoma in situ, invasive breast cancer, and other malignant tumors whose histopathological examination results are reported. (3) Breast cancer monthly report (see attachment 2 for details). The monthly report shall be submitted to the Municipal Maternal and Child Health Hospital before the 2nd of the following month after the project is launched.
