3. The applicant combines his own scientific research advantages, grasps the research focus, and declares his own topic. The applicant must be the actual person in charge of the project.
4. The applicant's unit should have a scientific research management department, which can provide necessary conditions for carrying out research and promise credit guarantee. As a part-time employee, if he declares a scientific research project from a part-time unit, the part-time unit shall review the authenticity of the formal employment relationship of the part-time employee, assume the project management responsibility and promise the credit guarantee.
5. To declare this research project on the basis of doctoral dissertation or postdoctoral outbound report, the connection and difference between the application project and the dissertation or outbound report should be indicated in the application form, and the original dissertation or outbound report should be submitted when applying for appraisal. It is not allowed to apply for this research project with the same or similar contents with published research results.
6. Scholars who undertake major national scientific research projects such as major projects of the National Social Science Fund, major research projects, major projects of Marxist theoretical research and construction projects, and major research projects of philosophy and social sciences of the Ministry of Education cannot apply for academic team projects in this research project as the project leader; Scholars who are in charge of national scientific research projects such as the National Social Science Fund and the National Natural Science Fund cannot apply for individual projects of scholars in this research project as project leaders.

It is necessary to carefully select scholars with high political quality, solid accumulation in the early stage, good academic reputation and commitment to academic research as the chief experts or project leaders of academic teams, and encourage young scholars to declare relevant topics.
4. The National Social Science Work Office conducts qualification examination on the application form, organizes experts to review the application materials that have passed the qualification examination, and selects the best project. It is suggested that the list of approved projects be published on the website of the National Social Science Work Office for 7 days after being approved by the National Leading Group for Philosophy and Social Science Work. At the expiration of the publicity period, a notice of project establishment will be issued to those who have no objection.

1. The applicant must fill in the materials truthfully according to the requirements of the application form and the declaration announcement, ensure that there is no intellectual property dispute and must not violate the requirements of scientific research integrity. Where there is fraud, plagiarism and other acts, once found and verified, cancel the five-year declaration qualification, the project passed, cancel the project and informed criticism, included in the bad scientific research credit record.
2. This study focuses on classified management. The academic team project does not clearly stipulate the research cycle, and implements the management mechanism of "competitive selection, regular review and dynamic withdrawal". Generally, it is inspected and evaluated once within 3 years after the project is established, focusing on the research, discipline construction, academic exchange and team building of academic teams, especially the training of young talents. Give rolling funding to those who pass the assessment, and stop funding to those who fail the assessment; The research period of individual projects of scholars is generally 3-5 years, and individual projects with greater research difficulty are allowed to be postponed appropriately. For those who complete the research tasks on schedule, have high quality results and have a clear research plan for the next step, rolling funding will be given as appropriate after review.
