Who will pay for the tuition of international students funded by the state?
The tuition study abroad fund Committee doesn't care, they only subsidize the living expenses. State-funded international students fall into two categories:

Joint training of doctors

Send abroad to study for a doctorate.

Co-training doctors to go to foreign schools without attending classes (only doing scientific research), so there is no need to pay tuition fees. The degree obtained is still a degree from a domestic school. At the time of application, you must have studied for a doctoral degree at a domestic university or been admitted as a doctoral student at a domestic university.

If you are sent abroad to study for a doctorate, the tuition fee will generally be reduced if you want to attend classes in foreign schools. Scholarship Fund Committee requires that candidates who apply for funding to study for doctoral degrees abroad must obtain tuition fee remission certificates from foreign admission schools, otherwise they will not be eligible for funding, because they only subsidize monthly living expenses, not tuition fees.
