Charitable forces have played an active role in poverty alleviation, helping the elderly, saving orphans, helping the disabled, giving special care, science and education, cultural health, environmental protection, etc., especially in poverty alleviation, epidemic prevention and control, and disaster relief.
Nature of the foundation:
According to the Regulations on the Administration of Foundations, foundations are divided into public offering foundations and non-public offering foundations that are not allowed to raise funds to the public. In practice, non-public offering foundations are usually registered as charitable organizations first, and can only apply for public offering qualification after two years if they meet the following conditions:
1. Establish a standardized internal governance structure according to laws, regulations and articles of association, so that the board of directors can make effective decisions, and the positions of responsible persons are in compliance with relevant regulations. The board members and responsible persons are diligent, honest and trustworthy.
2. No more than one third of the members of the board of directors come from the same organization and related organizations, and those who have close relatives serve on the board at the same time.
3. No more than one third of the board members are from Chinese mainland, and the legal representative is from Chinese mainland.
4. The Secretary-General shall be full-time, and the chairman (president) and the Secretary-General shall not be concurrently held by the same person, and there shall be full-time staff suitable for the activities of this charity organization.
5. A charitable organization registered with the civil affairs department of the people's government at or above the provincial level shall have a board of supervisors consisting of three or more supervisors.
