The number of national scholarships for central universities is determined by the Ministry of Finance in consultation with relevant departments. The number of national scholarships for local colleges and universities is determined by each province (autonomous region, municipality directly under the Central Government) based on the total number of students determined by the Ministry of Finance and the Ministry of Education, as well as factors such as the number, category, school level, school quality, and number of undergraduate and junior college students in the school.
