Reimbursement process

(1) outpatient expenses

1, general outpatient service

The first hospital for insured students to seek medical treatment (except emergency rescue) is the school hospital, and the outpatient expenses incurred are paid according to the above proportion. Students who are diagnosed by doctors in the school hospital and really need to be transferred for treatment are referred to designated hospitals by the first-time doctors.

The outpatient medical expenses incurred shall be paid in full by the individual first, and shall be reimbursed by the financial department of the school within 3 months after being audited and signed by the school hospital with the referral form of the school hospital, the effective charge bill of the designated hospital, the prescription form and the all-in-one card (or student ID card).

Outpatient medical expenses that meet the scope of reimbursement of basic medical insurance in the designated social security medical institutions where students practice outside school due to acute diseases shall be reimbursed by "off-campus referral", and medical expenses due to chronic diseases shall not be reimbursed.

Outpatient medical expenses incurred during winter and summer vacations and peacetime vacations will not be reimbursed.

2. Accidental injury clinic

Within 3 months after the end of the treatment, the students will be treated outside the school, and will be reimbursed by the financial department of the school with the accidental injury treatment form stamped with the official seal of the school, the referral form of the school hospital, the effective charge bill of the designated hospital, the prescription form and the student ID card (or all-in-one card).

3, outpatient special diseases

The management and expense settlement of outpatient special diseases shall be implemented according to the Measures for the Administration of Outpatient Special Diseases of Basic Medical Insurance.

(2) Settlement of hospitalization expenses

1. Settlement of hospitalization expenses before completing enrollment procedures (about 9-1/month): Student medical insurance takes effect on September1day every year, but it takes some time to complete enrollment procedures (premium collection, student information entry, verification, online submission, etc.). ).

Therefore, before the completion of this work (September-165438+1October each year), the hospitalization expenses will be paid in full by the students themselves, and the materials required for reimbursement are "hospitalization in different places" 1-7 after obtaining the social security card.

2. Settlement of hospitalization expenses after completing insurance procedures (about 65438+February): When students need hospitalization due to illness, they will go to the designated medical institutions of the municipal medical insurance with their social security cards. The medical expenses incurred are directly settled by the social security bureau and medical institutions, and individuals only pay the part that should be borne by individuals.

3. Hospitalization in different places: The hospitalization expenses incurred by college students in the designated medical institutions of medical insurance outside the administrative area of this Municipality, such as winter and summer vacations, internships that meet the management requirements of colleges and universities, and suspension due to illness, shall be paid in full by individuals. Within 3 months from the date of discharge (no more than 12 months under special circumstances), take the following materials to the social security bureau to settle the expenses according to relevant regulations. The reimbursement materials include:

(1) Special bill for medical service charges made or supervised by financial and tax departments (original);

(2) List of expenses (original), compound prescription of traditional Chinese medicine and relevant inspection reports signed by patients or their families;

(3) discharge certificate (original);

(4) a copy of the first page of the case and the admission record during hospitalization (with the official seal of the hospital);

(5) Insurance certificate (original and photocopy);

(6) Patient ID card (original and copy);

(7) Current passbook or savings card of the patient's Construction Bank or Agricultural Bank (original and photocopy);

(8) Start and end time of winter and summer vacation or internship certificate (stamped with the official seal of the department);

(9) A copy of the household registration book (medical expenses outside the household registration place in winter and summer vacations will not be reimbursed);

(10) The certificate issued by the local social security bureau whether the hospital is a designated social security hospital.

The following medical expenses incurred by the insured shall not be paid by the basic medical insurance fund:

(a) medical expenses beyond the scope of the basic medical insurance drug list, medical service items, medical materials list and payment standards for urban and rural residents;

(two) medical expenses for medical treatment in non-designated medical institutions other than first aid and rescue;

(three) medical expenses caused by drug abuse, fighting, illegal crimes, etc. ;

(4) Medical expenses incurred due to self-injury, self-mutilation, drunkenness, detoxification and sexually transmitted diseases (except AIDS);

(eight) medical expenses due to traffic accidents and medical accidents.

Traffic accidents can provide relevant certificates issued by the public security traffic management department that the perpetrator escaped or has no third-party responsible person. If he does not enjoy relevant compensation, the medical expenses incurred in hospitalization in designated medical institutions can be included in the payment scope of the basic medical insurance fund.
