3. On the basis of summarizing the pilot experience, fully implement the rural small hydropower basin project. Construction of rural small hydropower installed capacity for poverty alleviation is 2 million kilowatts, including 6,543.8+0,000 poor farmers in poverty-stricken areas and 6,543.8+0,000 poor farmers in poverty-stricken villages, and stable income from small hydropower development helps poor households get rid of poverty every year;

4. Carry out differentiated skills training according to the characteristics and employment needs of poor families with the desire to transfer employment, transferred employment and newly growing labor force.
