On the basis of medium-sized and small enterprises, micro-enterprise standards have been added. For example, in industrial enterprises, the number of employees in micro-enterprises is less than 20 or the annual operating income is less than 3 million yuan, and the number of employees in most other industries is less than 10. This subdivision of standards is not only conducive to the classified statistical management of small and medium-sized enterprises, but also conducive to making China's standard types more perfect, which is generally consistent with the definition of micro-enterprise standards in major countries in the world.

Article 5 the State Council shall formulate policies to promote the development of small and medium-sized enterprises, establish a coordination mechanism to promote the development of small and medium-sized enterprises, and make overall plans for the development of small and medium-sized enterprises throughout the country. The department in charge of promoting comprehensive management of small and medium-sized enterprises in the State Council organizes the implementation of policies to promote the development of small and medium-sized enterprises, and conducts macro guidance, comprehensive coordination, supervision and inspection on the promotion of small and medium-sized enterprises. The relevant departments of the State Council are responsible for promoting the development of small and medium-sized enterprises within the scope of their respective duties according to the national policies for promoting the development of small and medium-sized enterprises. The local people's governments at or above the county level shall, according to the actual situation, establish a coordination mechanism for the promotion of small and medium-sized enterprises, clarify the corresponding departments responsible for the comprehensive management of the promotion of small and medium-sized enterprises, and be responsible for the promotion of small and medium-sized enterprises within their respective administrative areas. Article 10 The State establishes a fund for the development of small and medium-sized enterprises. The National SME Development Fund follows the principle of policy orientation and market operation, and is mainly used to guide and drive social funds to support small and medium-sized enterprises in the initial stage and promote entrepreneurial innovation. Local people's governments at or above the county level may set up small and medium-sized enterprise development funds. Measures for the establishment and use of the SME Development Fund shall be formulated by the State Council. Article 16 The State encourages various financial institutions to develop and provide financial products and services suitable for the characteristics of small and medium-sized enterprises. National policy financial institutions shall provide financial services to small and medium-sized enterprises in various forms within their business scope.
