20 1 1 The National Energy Group Public Welfare Foundation (hereinafter referred to as the Foundation) cooperated with the China Social Work Federation (hereinafter referred to as the China Social Work Federation) to carry out the National Energy Group's Love Action "Two Diseases Relief" project to help children from families with congenital heart disease and leukemia (hereinafter referred to as the two diseases) aged 0-/kloc-0. Since 10, the project has covered 22 18 counties in 3/kloc-0 provinces (autonomous regions and municipalities directly under the central government), rescued 30,000 children with "two diseases" and invested more than 600 million yuan in relief funds. The project won the China Charity Award for its large amount of funding, large number of people, long duration, wide coverage and standardized operation. The treatment cost of serious diseases such as congenital heart disease and leukemia is generally higher. Once the illness is discovered, it will often make ordinary families poor or return to poverty due to illness. Children can't get treatment because they have no money to see a doctor.

In order to provide more help to these unfortunate children and their families, on March 5, 20 10, Wen Jiabao put forward "to carry out medical security pilot for children with leukemia and congenital heart disease in rural areas" in the "Government Work Report".

On June 7, 20 10, the former Ministry of Health and the Ministry of Civil Affairs jointly issued the Opinions on Carrying out the Pilot Work of Improving the Medical Security Level for Rural Children with Major Diseases. The Opinions suggest that the pilot work can start with solving two major diseases of children aged 0- 14 (including 14): acute leukemia and congenital heart disease.

According to the requirements of the document, the former Ministry of Health made institutional arrangements for the implementation of medical security for children with two diseases. The Ministry of Civil Affairs actively advocates, encourages and promotes social organizations to participate in social assistance for children with major diseases, and encourages enterprises to donate for children with major diseases from poor families.
